- Specification HSCG85-12-Q-P45A15 USCGC MALLET DRY-DOCK REPAIRS Solicitation HSCG85-12-Q-P45A15 is for the Emergency Dry-Dock repairs of the USCGC MALLET located in Corpus Christ, TX. The estimated price range is between $100,000 and $250,000 for definitive and optional items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-55. The applicable NAICS code is 336611. Size Standard is 1,000. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation, http://sba.gov/regulations/121/. A formal solicitation will be posted by COB February 17, 2012. This acquisition is for the procurement of Dry-Dock repairs including 5 work items/CLINS. The Contractor is to renew hull plating that was damaged while the USCGC MALLET was performing its mission. The performance period is 12 consecutive days from when the vessel becomes available to the contractor. Place of Contract performance will be at the contractor's facility. Award will be made in accordance with FAR Part 6.302-2 Unusual and Compelling Urgency This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs For Certain Commercial Items. The Coast Guard intends to award a fixed price contract resulting from this solicitation. Work shall commence once award has been made and the CGC MALLET has made its transit to the Contractor's Facility. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Past Performance and, 2) Price. Factors 1-2 will be applied to determine the best value to the Government. Past Performance is significantly more important than price. All correspondence concerning this acquisition shall reference Request for Quotes (RFQ) or Number HSCG85-12-Q-P45A15. The closing date for this solicitation is on tentative on finding a responsible Contractor with a Coast Guard certified Dry-Dock near the Corpus Christi area but all interested parties may submit an offer that are located in the Gulf Coast. Mailed and e-mailed quotes will be accepted. E-mailed quotes may be sent to Contract Specialist at chas.f.hartley@uscg.mil.
