Description
This announcement is for the purpose of soliciting prime construction firms for the construction completion of multiple facilities and support of the Alpha Ramp Complex located at Bagram Airfield (BAF), Afghanistan. A firm fixed price construction contract will be awarded to a prime construction contractor. This will be a design-bid-build solicitation; therefore design experience will not be requested. The magnitude of the project is between $5,000,000 and $10,000,000. Performance and Payment Bonds will be required. Proposal Period: The solicitation will be released on or around 06 March 2012. The proposals will be due 45 days after the issuance of the solicitation. Project Scope: The intent of this project is to construct multiple facilities in support of airfield operations immediately adjacent to Alpha Ramp at Bagram Airfield, Afghanistan. Primary facilities include: a C-130J-30 model capable tension fabric hangar and four (4) pre engineered metal buildings: A Rigger Shed with office space, K-Loader accessible mezzanine, and two-story roll-up garage door; an Air Mobility Division (AMD) Storage building with office space; an addition to an existing vehicle maintenance facility building; a maintenance facility divided into three areas for three distinct aircraft maintenance functions. Supporting facilities will include interior electrical distribution, transformers, water and sewage distribution system, mechanical systems and building information transfer systems. Other supporting facility features include walkways and drainage. This project was originally awarded under contract W912ER-10-C-0013; which was terminated on 28 October 2011. The awardee of this re-procurement action will be responsible for the completion of the project. Site Visit: A site visit will be coordinated for the contractor to prepare an accurate and complete proposal for the Work. Specifications and attachments to this document for a more detailed description of the work requirements will be provided with the RFP. Location: The site is located at Bagram Airfield, Afghanistan. Method of Source Selection: The Best Value Tradeoff method will be used to select an offeror that is to be awarded the contract. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a "firm-fixed price" basis. The non-pricing (technical) evaluation factors will be as follows: Factor 1: Management Plan Factor 2: Experience Factor 3: Past Performance Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. An award shall not be granted to an offeror who has failed to register in the CCR. Plans and Specifications: This is an electronically issued solicitation. The Government will post the RFP to a password protected file transfer protocol (FTP) site. Proposals will be received in hard/paper copies only. Electronic and fax proposals WILL NOT be accepted. The solicitation will not be provided to subcontractors, suppliers, or vendors.
