Description
Notice of Intent to Sole Source to CQ-Roll Call for Renewal of On-line Subscription for Legislative Services - AT09282 OPM18-12-T-0001 The Office of Personnel Management (OPM) has a requirement to renew an on-line subscription for legislative database, tracking, and analysis services for one (1) year. The subscription will include the following services: Bill Text, BillAnalysis, BillTrack, CRS Bill Digest, Committee Coverage, Committee Reports, Congressional Record, Custom Alerts, Amendment Text, Hot Docs, Member Profiles, CQ Today, and CQ Weekly. The estimated subscription period is 02/23/2012 - 02/22/2013. The subscribing organization is Retirement Services, Resource Management (RS/RM). OPM intends to issue a non-competitive award that will result in a purchase order to CQ-Roll Call for a period of one year. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. All parties interested in this procurement must submit a capability statement within five calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via e-mail. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. A detailed capability statement must be submitted to Sheron Spann at sheron.spann@opm.gov and must include "Renewal of On-line Subscription - AT09282" in the subject line of the e-mail.
