- This is a Design/Bid/Build Request for Proposal for a new Automated Multipurpose Machine Gun (MPMG) Range, located at Fort Hunter Liggett, California. The Automated Multipurpose Machine Gun (MPMG) range is located in Monterey County, California. The project will consist of a reduced number of lanes from the standard (10 lanes). Primary facilities include an MPMG with 4-1500 meter lanes and 3-800 meter lanes, range operations and control area, existing range control tower relocation/renovation, an 800 SF operations/storage building, an 800 SF classroom building, a 330 SF vault latrine, bleacher enclosure, an 800 SF covered mess, a 185 SF ammunition breakdown building, building information systems, target emplacements, and service roads. Supporting facilities include electric service and information systems. The performance period is approximately 525 days. The estimated construction cost range is $5,000,000 to $10,000,000. A construction cost limitation will be provided with the technical requirements package. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33.5 Million. This solicitation is utilizing a Single-Phase, Best Value procurement process. Potential offerors are required to submit their technical and cost proposal for consideration by the government. Proposals will be evaluated based on the following technical factors: Prime Contractor Experience, Prime contractor Past Performance, Management, Safety, and Price and Pro Forma Requirements. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This solicitation also contains option items for (1) OMAR equipment, (2) Classroom Building, (3) Operations/Storage Building, (4) Covered Mess, and (5) Vault Latrine. Approximate issue date of the solicitation will be 5 March 2012 and approximate closing date is 11 April 2012. This is a 100% Small Business Set-aside. All Offerors are invited to attend the Site Visit, and the exact date, time and location will be noted in the solicitation. The Solicitation package will provide site plans and floor plans of all buildings, the complete Statement of Work, and technical specifications. Furniture will be purchased by other contract. Project documents will be available by download only through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Registration is required in order to download. Any amendments will be available from the FedBizOpps website by download only. This announcement serves as the advance notice for this project.
