- Sole Source Justification FBO J&A Template The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, intends to negotiate on a sole source basis with the Institute of Medicine (IOM) of the National Academies, located in Washington, D.C. to participate as a member in IOM's Forum on Microbial Threats. USU intends on awarding an option year contract with a base period of one (1) year with four (4) one year options. The performance period of the base year is February 01, 2012 through January 31, 2013. This membership will be procured in accordance with the procedures of FAR Part 15 - Contracting by Negotiation. Sole source determination is made in accordance with: 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services (2) Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order- (ii) To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center The University will be represented on the Forum on Microbial Threats (the Forum), a convened activity of the Institute of Medicine of the National Academies. In this context, the University will play a role in the development of key in-depth reviews of urgent and time-relevant infectious disease threats facing the US and the larger world community. Each organization that supports the Forum derives access to up-to-date scientific data and key thought leaders throughout the public debates and private consultations that occur regularly throughout the year. As a supporter of the Forum, the University is expected to provide a representative knowledgeable in infectious diseases and the public health threats associated with these diseases. As with all supporters of the Forum, the University's representative will have the opportunity to shape the discussions, debate, and final reports through regular and engaged involvement in the Forum's activities. The Forum on Microbial Threats is a convened activity of the Institute of Medicine of the National Academies. There are no other offerors elsewhere who convene a similar activity. Participation in this activity is only possible through the Institute of Medicine. In its medical education and medical research roles, the University serves as a critical component of the MHS in terms of developing responses to emerging infectious disease threats that face the DoD. Participation in the Forum's activities will directly augment the University's capabilities in this area and in doing so, will assist the University in its larger DoD mission. This is not a request for proposals and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email (micreenan@usuhs.mil) by 9:00 a.m. EST on March 17, 2012.
