- SOLICITATION NUMBER: P12PS22294 SUBJECT: Traditional Ecological Knowledge of Moose, Black Bear, and Climate Change in Allakaket/Alatna, Alaska PLACE OF CONTRACT PERFORMANCE: Gates of the Arctic National Park & Preserve, Alaska THIS IS ONLY A PRE-SOLICITATION ANNOUNCEMENT ONLY. NO RESPONSE IS REQUESTED OR DESIRED FOR THIS ANNOUNCEMENT. THE SOLICITATION PACKAGE WILL BE POSTED ON OR AFTER MARCH 5, 2012. NO OTHER DOCUMENTS PERTAINING TO THIS SOLICITATION WILL BE MADE AVAILABLE PRIOR TO THE ABOVE REFERENCED DATE. THIS IS A PRESOLICITATION NOTICE TO ANNOUNCE that the Department of Interior, National Park Service, Alaska Region Office intends to issue a request for quote to complete the traditional ecological knowledge study of moose, black bear, and climate change in Allakaket and Alatna, Alaska located within the Gates of the Arctic National Park & Preserve. GENERAL DESCRIPTION OF REQUIREMENT: The contractor shall furnish all labor, management, supplies, equipment and material (other than those identified herein to be provided by the Government), and do all things necessary to complete the following tasks:a) Consultative Outreach Meeting to Invite Local Participation and Capacity Building. The Contractor shall organize an information meeting in Allakaket, inviting both Allakaket and Alatna residents, to present a work plan for this one year project and solicit local involvement of interested local residents. The Contractor will also share the project plan for current work as a foundation for future NPS/Allakaket/Alatna projects relating to natural and cultural resource documentation. b) Produce Final Summary Report on Local and Traditional Knowledge of Moose, Black Bear, and Climate Change in the Communities of Allakaket and Alatna. The Contractor will produce a final report on traditional and local ecological knowledge about moose, black bear, and climate change in the resident zone communities of Allakaket and Alatna. All products will be shared with partnership-building via cooperative agreements for local consultation and research design and implementation. The project will serve as a model for coordinated natural and cultural resource research that engages NPS and local communities toward common goals of resource protection and dissemination of research results. Ancillary products such as maps, databases, oral history recordings, and photographs will be provided to the National Park Service. This final report will eventually be incorporated into a publishable report on local and traditional knowledge among resident-zone villages of Gates of the Arctic National Park and Preserve. CONTRACTOR QUALIFICATIONS:The Contractor shall have experience working collaboratively with rural Alaskan communities, with a keen focus on Koyukon Athabascan communities on issues relating to cultural ecology and traditional ecological knowledge of subsistence resources. Period of Performance is from date of contract award to March 1, 2013. Be advised that this requirement may be delayed, cancelled, or revised at any time during process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. If the requirement is cancelled, all offeror preparation costs will be borne by the offeror. We advise potential bidders to begin the registration process when they prepare their bid to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a bidder is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful quoter. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." The RFQ will be posted and available for download at the National Business Center (http://ideasec.nbc.gov) on or about March 5, 2012. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov).
