Description
This is a combined synopsis/solicitation Notice of Intent (NOI) for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI12042 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-55 dated February 2, 2012. The associated North American Industry Classification System (NAICS) Code is 811219, which has a business size standard of $19M. This acquisition will be processed under FAR Part 13 - Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however, small, small disadvantage, minority, veteran owned, 8a and HUD zone companies, etc are encouraged to submit quotations. All responsible sources may submit offers that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a one year preventive maintenance service agreement for laboratory equipment - Orbitrap Velos mass spectrometer on a sole source basis from Thermo Electron North America, LLC the only known vendor or manufacturer that is authorized and able to provide certified technical expertise, parts and accessories for the following equipment: Item/Description/Qty 1) LTQ-Orbitrap Velos mass spectrometer, serial number -SN03388B and model#0723870 (qty-1) 2) ETD Upgrade for LTQ XL, Hybrid, serial number -ETD10612 and model #OPTON-97108 (qty 1) Service agreement plan coverage : 1) Unlimited number of demand on-site service visits 2) Engineer labor and travel 3) Priority status for technical support inquiries, response 3) Preventative maintenance visit 4) Coverage of Thermo Scientific supplied personal computers 5) Factory-certified replacement parts 6) Software updates and notifications 7) Subscription to e-Support Online Technical Resources The following evaluation factors will be considered for this requirement - Evaluation criteria: 1) technical capability to meet required specifications, 2) warranty, 3) price. Period of performance shall be one year from date of award. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
