Description

Request for Information Cloud Based Office Automation and Collaboration Pilot This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA currently owns and operates Microsoft based office automation and collaboration products including Microsoft Office 2003, 2007, 2010, Office Communication server 2007 R2, and SharePoint Server 2007, and 2010. This allows interoperability across the enterprise between these applications. In support of the US Federal Chief information Officer's Cloud First Policy as delineated in the 25 POINT IMPLEMENTATION PLAN TO REFORM FEDERAL INFORMATION TECHNOLOGY MANAGEMENT, VA Office of Information and Technology intends to solicit proposals for secure off-premise cloud based office automation and collaboration services and tools that will be piloted in 2012/13. Pilot efforts will be 6-12 months in nature. Cloud based office automation includes, email, word processing, presentation creation and delivery, data base, and spreadsheet. Collaboration tools include real time instant messaging, endpoint to endpoint audio conferencing that includes screen sharing, collaborative writing or document editing. Collaboration also includes user controlled web portals and information sharing web sites/web based applications similar to Microsoft SharePoint. These tools should have : "Off Premises Cloud services to the VA at FISMA High or FISMA Moderate with additional Mitigating Controls that are satisfactory to the VA "Off Premises Cloud services with the ability to limit the access to only authorized VA personnel accessing through the VA's Citrix Access Gateway (CAG) or provide similar controls for limiting the download of files without requiring the use or expense of VA's Citrix Access gateway (CAG) "Single Sign-On (SSO) Solution that utilizes the VA's Active Directory for access control "Allows VA access to additional licenses as needed at a flat monthly or yearly rate "Provides the VA administrative controls so the VA can, by site, individual, service type, document type,, and other granular options restrict data access and ability to download files "Enforce FIPS 140-2 certified encryption of data transmission to users The purpose of the pilot/s is to evaluate the potential architectures, understand the issues such as security, interoperability, ease of use, end user satisfaction, speed, Networking need and compatibility with Microsoft Office 2003, 2007 and 2010, Office communicator 2007 R2 and SharePoint 2007, 2010 based products, over a diverse set of users within a large enterprise setting. In support of this effort, VA is soliciting white papers that address capabilities, per seat costs, security, and interoperability with current applications. The white papers should merely be focused on the per seat cost for services/tools provided, current state of the technology in terms of Office Automation and collaboration benefits, security, FIPS and FISMA compliance, ease of use, and interoperability with Microsoft based products. Submit a white paper or related information via email to the Project Manager for this effort at (TBD) by 4:00 Eastern Standard Time on 15 March 2012. Please limit the white papers to 20 pages. All proprietary/company confidential material shall be clearly marked and every page that contains such. White papers should also include a short summary of your company's business/developments in this area and current deployments. Also, please submit the name, phone number, and email address of the lead from your organization. VA reserves the right to not respond to any or all emails or materials submitted.
