- This is a SOURCES SOUGHT notice for Architectural and Engineering Services. THIS IS NOT A SOLICITATION NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted to this SOURCES SOUGHT is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from A&E companies for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. The Bureau of Engraving and Printing, Washington D.C., is considering issuing a Request for Proposals (RFP) for Architect/Engineer (A/E) Services. The BEP is seeking qualified firms that are classified under one or more of the following small business programs: (1) SBA Certified HUB Zone, (2), Woman Owned Small Business (WOSB), (3) Service Disabled Veterans Owned Small Business (SDVOSB), (4) Small Disadvantaged Business (SDB). Companies must be willing to provide A&E Design services to support construction work performed in historic buildings, landscapes or sites that will require continuous attention to and compliance with historic preservation guidelines. All work will be guided by BEP policies and directives. Projects will require coordination with various review and planning entities. The scope of work includes (Title I Services) including, but not limited to: all design work, drawings, calculations, specifications, cost estimate, lead based paint survey, LEED (Leadership in Energy and Environmental Design), seismic analysis study recommendations, three dimensional (3D) computer models, and project schedules. (Title II Services) including, but not limited to: construction management, site visits, inspection/observation, consultation, review of submittals and shop drawings, preparation of operation and maintenance manuals, and as-built drawings. The NAICS code is 541310 and the size standard is $4.5 million. This procurement is 100% set-aside for small business firms. Estimated construction cost is between $1,000,000 and $5,000,000. To be considered for this opportunity, submit two (2) copies of SF 330 with appropriate documentation by close of business (COB) March 16, 2012. Selection criteria will be based on: (1) Professional Qualifications (registration as an architect or engineer), (2) Specialized experience and technical competence of the firm with the type of design required (visitor centers, historical structures, and government facilities), (3) Past Performance on contracts with both Government Agencies and private industry, (4) Specific experience and qualifications of the personnel proposed for assignment to the project, (5) Provide three (3) examples of recently completed projects that demonstrate organizational capability in infrastructure repair, building security, energy and utility systems, 3D Modeling, LEED certification, and other features which best illustrates the resources available to support the proposed design team members. Companies providing above referenced material are requested to limit their submission to no more than 10 pages. If more than 10 pages are received the excess pages will be discarded and not considered as part of the package. FIRMS RESPONDING TO THIS SOURCES SOUGHT MUST BE PERMITTED BY LAW TO PRACTICE THE PROFESSIONS OF ARCHITECTURE AND ENGINEERING SERVICES IN THE STATE OF WASHINGTON D.C.
