Description
This is not a request for quote - This is a notice of the Government's intent to extend the period of performance of contract HQ0034-11-C-0063 for the continuation of mission critical Information Technology (IT) services for the Office of General Counsel (OGC) and the Defense Legal Services Agency (DLSA). Washington Headquarters Services (WHS) Acquisition Directorate intends to exercise Federal Acquisition Regulation (FAR) Clause 52-217-8, Option to Extend Services to extend the performance period of contract HQ0034-11-C-0063 issued to Advanced Systems Development Inc. (ASD), on a sole source basis under authority of FAR 6.302-1(a)(2), only one responsible source and no other services will satisfy the agency's requirements. The current period of performance, with no additional services added to the Performance Work Statement (PWS), will be extended from 22 March 2012 through 22 July 2012. The scope of the services include Enterprise IT Policy and Planning, Integrated Solutions Management, Product Integration, Security Engineering Certification and Accreditation, Operations Support, software and Managed Services. Actions are underway to award a new task order under the Net-Centric Integrated Enterprise Information Technology Solutions (NIEITS) Multiple Award Contract (MAC) solicitation, HQ0034-10-R-0046. WHS AD has established a milestone of completing the follow on task order award within three (3) months of the extension. ASD, Inc. is the only source that can provide uninterrupted service with no degradation in support within the timeframes discussed in this memorandum as they hold critical knowledge and expertise, which are vital to the continued operations of the IT infrastructure, business applications, and processes, while the Government completes the awards for the follow-on acquisition. If this extension is awarded to a new contractor, major disruptions will occur as the new contractor learns to operate and maintain the numerous unique and specialized applications within a very short period of time and for a very short period (i.e., three months). This extension is necessary in order to maintain continuity of vital mission essential recurring services for information technology systems and business applications, affecting operations of OGC/DLSA pending the competition and award of the follow-on services via the NIEITS MAC. This notice of intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition pending award of the follow-on contract would be advantageous to the Government. If no affirmative written response is received, the contract will be extended without further notice. Interested parties may identify their capabilities with respect to this requirement by Friday, 2 March 2012, at 3:00 PM Eastern Standard Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 541513 with a size standard of $25.0 million.
