Small Business Set-Aside: Total Small Business
Description: (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55 (iii)This solicitation is a total small business set-aside, NAICS 562991, Septic Tank and Related Services, with a small business size standard of $7 million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the offeror quoting the lowest price and having satisfactory past performance. The National Park Service, Gateway National Recreation Area, Jamaica Bay Unit is looking to rent portable toilets for several locations. (See detailed specifications in Statement of Work below). (v)REQUIREMENTS: The vendor shall supply equipment that meets or exceeds the following requirements: a)All units must be constructed of molded polyethylene material with translucent roof and contain wall and floor vents. Pipe venting is also desirable. Flooring must be slip-proof. Units must be weather-proof. (xv)Applicable Wage Determination: WD 96-0224 (Rev. -27) found at www.dol.gov STATEMENT OF WORK Gateway National Recreation Area, Jamaica Bay Unit is looking to rent portable toilets for several locations. These units are to be placed in areas with high visitation where no restroom facilities are available. Successful offeror will provide all equipment, supplies, transportation, and cleaning. Pricing provided should be all inclusive for placing, anchoring, removing, pumping, cleaning, and providing supplies for each unit. All units shall always have hand sanitizer, toilet paper, and deodorizer supplied by the offeror. This requirement is for a base year plus four (4) one year options that will be exercised in accordance with the terms of the contract. The contractor will provide new or like-new units at the beginning of the contract. The Contracting Officer's Technical Representative (COTR) will inspect the units jointly with the contractor within 10 days of contract award and will annotate the condition. The contractor is responsible for maintaining all units to the same condition as when delivered. In the event of degradation of the unit, the contractor will repair or replace the unit within two (2) days of the degradation being noted by the COTR or contractor.
