Description
J&A The Environmental Protection Agency (EPA) has non-competitively increased the maximum task order ceiling by $490,050.00. This notice is posted to meet FAR 8-405-6(a)(2). Task Order GS-35F-0306J/EP103 to provide Financial Support Services to the Office of the Chief Financial Officer¿s (OCFO) Office of Technology Solutions (OTS) was awarded to Booz Allen Hamilton, Incorporated (BAH) after the contracting officer conducted a fair opportunity competition among EPA¿s 4 Blanket Purchase Agreement awardees and has a 3-year period of performance. The total estimated ceiling value of the task order was $2,397,235.67 and it is incrementally funded. This sole source ceiling increase raises the estimated value of the task order to $2,887,290.67. The additional cost was caused for the most part by Government delays in implementing its new financial management system, and, to a lesser extent, by a change to the EPA¿s time, attendance and payroll system project (TAPM). The contractor¿s continued support services are vital to the Agency¿s functions. Task Order GS-35F-0306J/EP103 expires on June 24, 2012 and the OCFO OTS support services requirements will be continued under a new competitive task order award. OCFO OTS submitted a Justification for Other Than full and Open Competition (JOFOC) and the contracting officer approved the JOFOC. In 2009, the CO determined that BAH¿s quoted labor rates were competitive, fair and reasonable prior to task order award. The CO has determined that BAH¿s submitted price quotation for the ceiling increase resulting from the Government delay and OCFO OTS changes to its TAPM project are fair and reasonable for personnel possessing similar education and experience, as well as other Agency contract rates and GSA Schedules.
