Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, evaluate, and award on a sole source basis a cost plus fixed fee contract to Northrop Grumman Maritime Systems, Inc, 1070 Seminole Trail, Charlottesville, VA 22901 to develop and test wrapper/driver software to integrate the Landing Craft Air Cushion (LCAC) Radar Scan Converter Card Generation 3 and the LCAC Mission Management (MMS) software. This notice of intent is not a request for competitive proposals. Northrop Grumman Maritime Systems Inc is the sole commercial entity involved in the original development of the MMS software. Northrop Grumman Maritime Systems Inc has unique knowledge of the software design and architecture required to perform the modifications required. Northrop Grumman Maritime Systems Inc has the proprietary rights on the source code associated with the MMS software used in the LCAC ™s navigation software. Other commercial entities are not authorized to modify this software without written authorization from Northrop Grumman. However, companies who feel they can provide develop and test software compatible with the MMS software should respond to this notice and provide documentation demonstrating their abilities to provide the requirement, i.e. demonstrate that they have access to the source code in the MMS software. Submit the documentation to Angela Maher, Contract Specialist, via e-mail at angela.maher@navy.mil no later than 5 Mar 12, 4:00 pm, CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be to the Naval Surface Warfare Center, 110 Vernon Ave, Panama City, FL 32407. The basis for award is a fair and reasonable price. The estimated delivery date is 180 days after contract award. Estimated contract award date is on or about 1 May 2012. NAICS CODE: 541511 PSC: D399
