Description
UFC Minimum Antiterrorism Standards for Buildings General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Arlington Delineated Area: Arlington, VA Minimum Sq. Ft. (ABOA): approximately 287,316 Maximum Sq. Ft. (ABOA): 310,829 Space Type: Office and related space Parking Spaces (Total): 0 Full Term: Five (5) Years Firm Term: Five (5) Years Option Term: Five (5) Years The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, security infrastructure, telecommunications infrastructure, non-productive agency downtime, and the availability of alternative space that potentially can satisfy the Government's requirements. The Government's decision regarding whether to issue a Request for Lease Proposal or to relocate will be based, in part, on information received in response to this notification. In the event that a potentially acceptable offer fails to provide required information as part of its response to this notification, the Government reserves the right to assume that the building in question cannot meet the Government's requirements. The Government may also use submitted pricing to determine whether to issue a Request for Lease Proposal. The offered space must meet Department of Defense (DoD) Minimum Standards for Anti-Terrorism Force Protection (ATFP). The incumbent Lessor is exempt from these standards. The DoD ATFP standards were established to provide effective ways to minimize the likelihood of mass casualties from terrorist attacks against DoD personnel in the buildings they occupy. Implementation of these standards is mandatory for all facilities leased for DoD use and for those buildings in which DoD receives a space assignment. (See attached document for full text of the ATFP Standards.) The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CBRE, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. ANSI BOMA office area/usable square feet (USF); 4. Rentable square feet (RSF) offered and rental rate per usable square foot, full service inclusive of a Tenant Improvement Allowance of $46.74/ANSI BOMA office area SF, meeting GSA's standard building shell requirements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space. 7. Information on project and building ownership. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain.
