- Concept Pictures This is a sources sought synopsis requesting information only and does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Air Force is seeking prospective sources and information to facilitate planning for the possible purchase of A-10 Main Support Tool Fixture. This fixture(s) will be delivered to Hill AFB, Utah 84056. Please review attached concept drawings. This requirement is tentatively for 2 each A-10 MSTF with an option to tentatively purchase 2 each additional A-10 MSTF. This market research is to identify potential contractors who have the facilities, equipment, skilled personnel and experience to fabricate and assemble a complex, precision fuselage repair fixture. Required manufacturing capabilities include aluminum and steel detail fabrication, aluminum welding, precision locating, pneumatic and mechanical systems installation, assembly, and precision machining on assembly. The A-10 Main Support Tool Fixture will have approximate overall dimensions of L260" x W60" x H62". Capable of storing all the equipment accessories within the fixture for shipment. Built -in and non-built-in equipment accessories examples are Commercially Off The Shelf (COTS) Air Float system with precision movement using standard shop air supply, retractable castors for towing and or gross movement, rod locks and expandable pins per design. Overall assembled fixture approximate weight is around 12,000 lbs. The proposed item shall include all freight and handling charges and manufactured start-up installation into building 1, on Hill AFB, UT 84056-5015. Final acceptance shall happen upon delivery and inspection of the fixture. Purchase Specification and 100% drawings will be provided upon solicitation release however concept pictures are attached to this FBO Sources Sought Synopsis. At this time the Government will not support any request for the DRAFT Purchase Specification and 100% drawings during this Sources Sought Synopsis. The tool definition is to be provided via 3D annotated Computer Aided Design (CAD) models (Model Based Definition, no 2-D drawings) originally created in NX format, but also available as CAD conversion files via IGES or STEP. The U.S. Air Force is seeking the following information: 1. Provide your Company Name, Cage Code and Point of Contact Information (email address and phone number). 2. Provide a suggested NAICS Code. 3. Is your company a small business for this NAICS Code? If your company is a small business, it a woman owned business, small disadvantaged business, 8(a) business, HUBZone business, Serviced Disabled Veteran Owned Business, etc. 4. Would you be a prime contractor or a subcontractor? 5. Would you be supplying the product as a manufacturer or a distributor? 6. Is this product available as a commercial off the shelf item? 7. How long would you anticipate a requirement of this nature to take from receipt of an award to a delivery date? 8. What is the anticipated lead time? 9. Describe your experience with the same or similar items and include any past Govt contracts you were involved with, customer name, item sold, quantities, date of delivery, and period of performance. 10. Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note: The Air Force is not authorized to make advance payments (payments before costs are incurred or work is performed). 11. Describe the need or importance of receiving buyer financing vs. seller financing. 12. Describe the type of security that could be provided in return for buyer financing. 13. Discuss any concerns you may have with this requirement. All information submitted in response to this announcement is voluntary and no information will be returned. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
