- Soldier Radio Waveform (SRW) Capability Sources Sought Notice For The Product Manager (PdM) Network Systems (NS) The Product Manager (PdM) Network Systems (NS) is seeking sources for the production and delivery of approximately 5,000 Army radios to fulfill the requirements outlined in the Memorandum DAMO-CIC, Subject: Directed Requirements for the Soldier Radio Waveform (SRW) Capability dated 20 May 2011. The intent of this acquisition is to procure non-developmental radio systems for our warfighters as well as federal, state and local agencies, and authorized foreign militaries. The Government will make available to all qualified contractors the Government owned Soldier Radio Waveform (SRW). The contractor will take the SRW waveform and integrate it onto their hardware solution. The contractor will then offer to the Government Radio Sets that meet or exceed the performance work statement (PWS) requirements that will be released with the Request for Proposal. This acquisition will result in partially modernizing the tactical communications of the Army's Brigade Combat Teams (BCTs). The radio systems (to include ancillary equipment such as installation kits, antennas...) being purchased under this acquisition will provide position location information (PLI) data and voice communications where they don't exist today in the BCT. The radios will connect the "foxhole" to the brigade tactical operations centers (BDE TOC) and interoperate with radio systems in the BDE TOC that currently connect the brigade to the Warfighter Information Network - Tactical (WIN-T). The Government requirement will be for a single channel, vehicular mounted radio running the Soldier Radio Waveform (SRW) that fits into one half of the Single Channel Ground and Airborne Radio System (SINCGARS) Combat Net Radio (CNR) vehicular mount. The Government anticipates there will be a requirement for radios qualified for both SECRET and Tactical Unclassified Information (TUI). The offered radios shall be endorsed by the National Security Agency (NSA) to protect user voice and data at either the NSA Type 1 or Type 2 level. This acquisition will be a Multiple Award Indefinite Delivery-Indefinite Quantity (ID/IQ), Firm Fixed Price (FFP) for a five year base award period. The Government intends to make multiple awards under this solicitation to one or more offerors. On an annual basis, the Government will review its technical requirements to determine if a new solicitation will be issued to allow additional offerors to submit proposals for considerations. The Government anticipates the initial contract award under this IDIQ will be 350 - 1,700 radios. This award may go to one or more offerors. During the next two years the remaining radios, up to 5,000, will be procured. Awards after that are TBD. The Government anticipates contract award end of August 2012 with first equipment deliveries starting in October 2012 and ending in February 2013. Radios will be warranted for at least five years, preferably ten years. The Joint Program Executive Office (JPEO) Joint Tactical Radio System (JTRS) manages the Soldier Radio waveform (SRW) that this acquisition requires be operational on all vendors' candidate hardware solutions. SRW is available to all qualified commercial radio producers via the JTRS Information Repository (IR) at http://ir-public.jpeojtrs.mil/. Please ensure you provide the following information: What is your company DUN and what is your socioeconomic class? Does your company meet the Non-Manufacturing Rule? If so, explain how. If you are a small business, can you perform 50% of the work in house? If you are a small business how do you select your Team Members? If you are a small business can you go without a payment for 90 days? Does your company have a SECRET facility for engineering task support and manufacturing? Please explain your facility size to include storage capabilities; ensure you address your SECRET faculties. Does your company have experience with other waveforms that are as complex as the SRW waveform? If yes, list the waveform(s) your company has experience with that you believe to be as complex. Has your company obtained the SRW waveform from JPEO JTRS? If yes, please answer the following questions. How long has your company been working with the SRW waveform? What SRW version are you working with now? Using the standard U.S. Department of Defense (DoD) Technology Readiness Levels (1-9) definitions, what technology level have your SRW radios achieved? Provide a short rational (two or three pages) for the assessed technology readiness rating. If the Government released a solicitation what version (be specific) do you anticipate your company will offer. This information will be used to help the Government form its Acquisition Plan. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned.
