Description
NASA/GRC has a requirement to procure a CIP Cloud Imaging Probe and a CDP CloudDroplet Probe.The specifications include:The Particle Measurement Instruments must be functionally and physically duplicates ofthe existing GRC IRT Cloud Imaging Probe (CIP) and Cloud Droplet Probe(CDP). The sensorsshall accurately measure particles at high concentrations and high speeds, that is, icewater content up to 9 g/m^3 in concentrations up to 5,000 particles/cm^3, at airspeedsup to 200 m/s. The sensor must also function in a pressure range from 15 psia to 2 psia.The sensor must have a response time of 1 Hz or faster.The sensors must be able to measure liquid droplets in the 2-50 micron range and iceparticles and liquid droplets in the 25-1550 micron range. The 25-1550 micron sensormust have a 4 cm sample volume length.It must also have Korolev shatter tips foraccurate particle sizing.The sensors must be compatible with the Science Engineering Associates, Inc. M300 dataacquisition system.The sensors will have 10 foot cable lengths for the interface box connections and will besupplied with mating connectors.NASA/GRC intends to award this sole source requirement to Droplet Measuring Technologies under the authority of FAR 13.106-1(b) (1). Droplet Measuring Technologies is the onlysource who can provide probes compatible with the existing system at NASA Glenn and havethe necessary capabilities that are required. Organizations that believe they are capable of providing the described requirement maysubmit their capabilities and qualifications in writing to the identified point ofcontact not later than 4:30 pm EST on 03/02/2012. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
