Description
REQUEST FOR INFORMATION (RFI) ONLY NO CURRENT SOLICITATION DOCUMENT EXISTS Marine Corps Systems Command requests capability statements from companies for the purpose of identifying potential sources to provide the (Government Owned/Provided Design) Enhanced Flame Resistant Combat Ensemble (EFRCE). The EFRCE consists of a combat shirt and trouser that make up a set. The shirt is a hybrid design constructed with a high performance moisture wicking FR fabric in the torso area to ensure comfort and cooling in hot environments. The shirt sleeves and trousers are made with a FR material printed in either Desert MARPAT or Woodland MARPAT. The EFRCE will integrate with other Marine Corps personal protective equipment. The EFRCE specification is currently being developed by the Government, so no additional technical information is available at this time. The Government anticipates releasing a Request For Proposal (RFP) with a contract award before 30 Sep 2012. The anticipated maximum total quantity 600,000 sets over a four year period: Estimated maximum quantities: 240,000 sets for the first year, 240,000 sets for the first option year, and 60,000 sets per year for the second and third option years. The Government may consider multiple awards with a minimum production rate capability of at least 10,000 sets per month. Capability Statement content should include: production lead time schedule, minimum and maximum monthly production quantity, anticipated volume discounts, business size and type with NAICS, and any information that can be used to consider capabilities for performance. Interested parties shall submit written materials electronically by 6PM EST, 2 March 2012 to jennifer.glenn@usmc.mil. Capability Statements, including attachments, are limited to ten (10) pages. Capability Statements, including attachments, must be submitted electronically; due to email restrictions, all electronic submissions must be smaller than 5mb. All properly marked proprietary information will be appropriately handled. Submitted material will not be returned. The findings from this Market Research effort may impact future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS RFI AND GOVERNMENT USE OF SUCH INFORMATION.
