Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Omicron Nanotechnology USA of Eden Prairie, Minnesota for the purchase of replacement components for its Omicron Nanotechnology ultra-high vacuum scanning tunneling microscopy system under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIST currently owns an Omicron Nanotechnology ultra-high vacuum scanning tunneling microscopy system in its Physical Measurement Laboratory. A direct replacement for the STM controller system and one of the three integrated microscopes is now required. Both the required STM control system and the UHV VT STM XA 650 microscope must be drop-in components completely compatible with NIST's extensive, existing equipment both from Omicron Nanotechnology (Omicron) and the custom hardware NIST designed to utilize sample handling specific to this Omicron system. In addition, since the system will retain two UHV STM microscopes manufactured by Omicron, the replacement of the control system with one from Omicron is essential to ensure compatibility. Omicron Nanotechnology is the only contractor who can provide the STM controller and UHV VT STM XA 650 microscope required in order to meet NIST's requirements. Therefore, Omicron Nanotechnology is uniquely qualified to provide the required ultra-high vacuum scanning tunneling microscopy system components. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on March 2, 2012. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
