Description
Defense Logistics Agency (DLA) Energy A is procuring a 1,000 ton (TN) bio-mass/premium wood pellet requirement to be delivered to US Coast Guard (USCG) Air Station located in Sitka, Alaska. Period of performance is June 1, 2012 through May 31, 2013. First delivery of 100 TNS projected for June 1, 2012. Anticipated monthly delivery schedule is as follows: Month & Year Estimated Tons (TNS) June 2012: 100 July 2012: 30 Aug 2012: 30 Sept 2012: 30 Oct 2012: 50 Nov 2012: 110 Dec 2012: 120 Jan 2013: 120 Feb 2013: 110 Mar 2013: 110 Apr 2013: 110 May 2013: 80 Total Estimate 1,000 TNS Method of Shipment: Barge, Auger Truck Free on board (FOB) destination by truck. Pellet and transportation prices listed separately in proposals. Delivery method from contractor's facility to USCG customer will be by auger or pneumatic feed pellet delivery truck, with 28 foot auger or pneumatic equivalent pellet feed mechanism. Product delivered in bulk into facility silos from contractor's facility as required. Maximum capacity each silo is 100 TNS. Pellet Fuels Institute (PFI) premium pellet specifications will be required. Solicitation is projected to be issued February/March, 2012 timeframe. Separate Federal Business Opportunities (FBO) notification will be posted at fbo.gov sent when solicitation is issued. Indefinite delivery indefinite quantity (IDIQ) requirements type contract will be awarded, one year base contract with 2 option years. Pellet Fuels Institute (PFI) specifications as follows: Product Specifications: PFI Standard Specification for Residential/Commercial Densified Fuel American Society for Testing and Materials (ASTM) Standards PFI Wood Pellets are certified by the PFI North American Residential/Commercial Densified Fuel Standards Program. Below are the PFI Premium specifications required.   Fuel Property PFI Premium Specs Normative Information - Mandatory Bulk Density, lb/cubic foot: 40.0-46.0 Diameter, inches: 0.230-0.285 Diameter, mm: 5.84-7.25 Pellet Durability Index: greater than or equal to 96.5 Fines, % at the mill gate: less than or equal to 0.50 Inorganic Ash %: less than or equal to 1.0 Length, % greater than 1.50 inches: less than or equal to 1.0 Moisture, %: less than or equal to 8.0 Chloride, ppm: less than or equal to 300 Additional information regarding densified product: To assure the consistent quality of densified fuel leaving the production facility, certified product must be packaged, stored, handled, transported, and/or delivered in a manner that will maintain the integrity of the densified fuel produced. As the quality of the densified fuel leaving the production facility is not decisive for customer satisfaction, but rather the quality of the densified fuels that arrive at the end consumer's location, the complete supply chain is considered. The minimum requirements for certified densified fuel packaging, storage, handling, transport, and delivery are as follows: •Densified fuel must not be exposed to moisture, e.g., through contact with condensed water, rain or snow. •Handling areas, silos conveyor equipment, storage containers, and transport vehicles must be regularly checked for soil and/or debris. •Equipment is to be cleaned if necessary to prevent contamination. •Wood pellets usually have a moisture content level of approx. 5-10%. Pellets tend to lose their effectiveness and crumble and thus become unusable if they are exposed to moisture or damp surfaces, therefore it is essential that the wood pellet remain dry for the entire transit, storage, and delivery cycle. •Certified densified fuel of one grade must not be allowed to co-mingle with densifed fuel product of another grade or with non-certified product. •Prospective contractors shall be registered in Central Contractor Registration (CCR) database prior to award.
