- The United States Agency for International Development, USAID/Peru intends to release a solicitation to address challenges to Peru's decentralization process, this Project will assume an integrated, cross sectoral approach to produce coherent, comprehensive and coordinated interventions. USAID intents to use full and open competition for the contract which will be wholly performed in Peru. USAID intents to release the solicitation prior to March 5, 2012. Please note that the solicitation number will change, though the name of the program will not. The USAID/Peru Decentralization Project will pursue the overall goal of: Improved decentralized management for effective service delivery benefitting marginalized populations in target regions (Madre de Dios, Amazonas, Loreto, San Martin, Ucayali). By working across different sectors (horizontal) and levels of government (vertical), the Project will achieve tangible improvements in sub-national government performance, in particular public service delivery to disadvantaged groups, such as women and indigenous communities. Offerors will focus on the following three areas to promote efficient and effective public service delivery by sub-national governments. 1. National Policy: Improve key policies and implement reforms that directly impact decentralization and sub-national governance. 2. Institutional Strengthening: Strengthen sub-national institutions for effective public service delivery and improved management of social conflict and disaster risk reduction. 3. Transparency and Accountability: Enhance government accountability through improved formal transparency mechanisms and expanded participatory processes. The planned activities are anticipated to be for a 60-month time period, starting around August 2012. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201. Offerors are advised to periodically monitor the FBO website for updates concerning this procurement. Telephonic requests will not be taken.
