- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0040029089 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-02-24 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Stennis Space Center, MS 39529 The US Geological Survey requires the following items, Meet or Exceed, to the following: LI 001, RSL-M9RS-M9RiverSurveyor M9. Features bottom tracking, internaldischarge calculation, RiverSurveyor Live! Windowssoftware for real-time display of current profiles,bathymetry and computed discharge measurements,and DGPS interface. System also includes a powersupply and plastic shipping case. 10-m power & RS232 serial communications cable,compact 8-pin male wet-pluggable to 9-pin D-sub, 4, EA; LI 002, RSL-M928-0024Bluetooth Telemetry / External Power / SonTek RTKModule for remote data collection. Consists of RoverUnit in a waterproof enclosure containing a Bluetoothmodem (Class 1 (200m range)) for communicationwith the computer, SonTek RTK GPS receiver withexternal GPS antenna and spread spectrum radiomodem for communication with RTK base station; 2rechargeable battery packs; a 1-m processing cable forconnection to S5 or M9 unit; base station with aBluetooth USB antenna for connecting tocustomer-supplied computer; on-shore RTK GPSBase Station consisting of the RTK GPS receiver withexternal GPS antenna and spread spectrum radiomodem and external antenna; 2 rechargeable batterypacks; and a tripod. Alsoincludes battery charger, 5, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, US Geological Survey intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US Geological Survey is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
