Description
This announcement is for information only. The Bath VA Medical Center intends to award a contract for Architect/Engineer (A/E) Design Services to upgrade 3 identical elevators at this facility. The Medical Center will use the short selection process defined in FAR 36.602-5 (a). As such, VA intends to evaluate the technical qualifications of all A/E firms on file who have responded to competitive solicitations over the past 12 months and identify the three most highly qualified to perform this work. The geographic range being considered for this selection is 200 miles from 76 Veterans Avenue, Bath, NY, and only firms on file within that range will be considered. Existing information on file indicates that the only potential socio-economic set-aside within this geographic radius is 100% small business set-aside. If evidence of three service-disabled veteran-owned small businesses (SDVOSB) or veteran-owned small businesses (VOSB) can be identified, however, a set-aside to these socio-economic categories will be considered. Firms wishing to be considered who are within the 200 mile radius but have not submitted a technical qualifications package within the past 12 calendar months may submit a SF 330 s to the attention of Mark Simonson, Contract Specialist, VA Medical Center, 76 Veterans Avenue, Bath, NY 14810. Firms who have previously submitted qualifications need not resubmit. SDVOSB and VOSB A/E firms, with a working office within a 200 mile radius of Bath New York are encouraged to submit Standard Form (SF) 330's for consideration, listing qualifications. SF 330's must be received at the Syracuse VA Medical Center by close of business, March 6, 2012. The preferred method of submission would be electronic submission to Mark.simonson@va.gov. This is a general scope for Architectural/Engineering services for the Upgrade Elevators, Building 78 project at the Bath VA Medical Center, Bath, New York. There are three elevators within B-78 being addressed within this scope. All elevators are Dover elevators and are three stop elevators. These were installed in 1982 and have not been overhauled since. All elevators service areas that are generally 24 hour operations. Items to be included into the design (where applicable depending on elevator type): The deflector sheaves are in good shape and will remain. Upgrade controls Replace elevator landing system to match the MCE controller Replace all control wiring. Provide additional conduit as necessary Replace VCT flooring where required by VA. The condition of the interior of each elevator will determine the extent of panel replacement/reconditioning on an individual basis Replace the hoistway doors and all car doors, including rollers Replace the sill on each floor. All sills are to be made of bronze Clean and polish the stainless steel door frame at each floor Replace door operator Cams Replace mechanical switches in hoistways Provide the ability to adjust door speed and timing by facility maintenance personnel Install 3-D door sensors on all elevators with the ability to adjust for depth Upgrade or replace hydraulic elevator pumps and valves Upgrades as required to achieve code compliance. Replace the indicator panels and hallway call stations for each car. Replace indicator lights. A/E SCOPE OF SERVICES 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to upgrade the B-78 elevators. Provide a related asbestos survey so as to construct an NFPA/Life Safety Code and an all building code compliant project. Services will included all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each elevator. 2.Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide an electronic set and one (1) hard copy set of Architectural E1 (30 x42 ) size working drawings, specifications, and cost estimate at the 50% and the 100% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2006 formats. 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 45 days from award of contract. 7.Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 8.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 9.Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 10.Provide expeditious responses to all design/conflict questions encountered during the construction term. 11.Upon completion of the project, provide two (2) sets of stamped Architectural E1 (30 x42 ) as-built drawings, as well as a complete set in PDF and AutoCAD 2006 to 2011 formats.
