- Description
- The U.S. Army Contracting Command-Warren, Detroit Arsenal, MI 48397-5000 intends to procure an estimated quantity of 954 each Modular Fuel System (MFS)-Tank Rack Modules (TRMs) via a three-year, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, competitively. This procurement is a 100% set-aside to Small Businesses. The Government will award only one contract. The successful contractor will be responsible for the design and manufacture of MFS-TRMs that meet all technical performance requirements specified in Automotive Tank Purchase Description (ATPD) 2336 Revision E, as well as all other contractual requirements. A link to ATPD 2336 E is provided here: http://contracting.tacom.army.mil/majorsys/mfs/mfs.htm The Modular Fuel System (MFS) is capable of receiving, storing, filtering, and issuing kerosene based fuels and diesel fuel. The MFS is an ISO-compatible system that has the ability to be transported using the Heavy Expanded Mobility Tactical Truck - Load Handling System (HEMTT-LHS) truck, Palletized Loading System (PLS) truck, and PLS trailer as the prime mover, and can be rapidly emplaced, operated, maintained, and recovered by skilled personnel. The MFS is comprised of two types of modules: Tank Rack Modules (TRMs) and Pump Rack Modules (PRMs). Each TRM shall have a 2,500 gallon (with a desired capacity of 3,000 gallons) fuel storage tank. The TRM shall contain secure storage compartments for hoses, nozzles, fire extinguishers, grounding rods, and other equipment necessary for maintenance and refueling operations. The TRM shall be equipped with a pumping capability to dispense filtered fuel at a rate of 20 gallons per minute (gpm) (with a desired rate of 50 gpm), filtration and water separation system capable of removing sediment and undissolved water, and a flow meter, or totalizer, to measure the quantity of fuel pumped. The entire system, with full fuel payload, shall weigh less than 26,000 pounds. The Government anticipates that the solicitation's source selection evaluation criteria will not provide for the granting of "extra credit" regarding proposals offering more than the required capability levels." The solicitation requirements include the design, manufacture and delivery of First Article Test (FAT) units for Government testing, Department of Army formatted training materials, technical manuals, provisioning data, FAT spare parts and tools support package, packaging data, and contractor test support of Government testing. The Government anticipates Low Rate Initial Production (LRIP) between 4-10 units per month prior to FAT approval. Upon successful completion of FAT, the Government will order production units to be delivered at a rate of 45 per month. The solicitation may provide for the quotation of a price for the technical data package (TDP) used to manufacture the offered MFS-TRM. The quoted price will not be included in the Government's evaluation of offers. This procurement will be a competitive, best value, trade-off process acquisition, in accordance with Part 15 of the Federal Acquisition Regulations. All responsible sources who are small businesses may submit a proposal which will be considered by the agency. The Government will award one contract to the offeror that: a) represents the best value to the Government, b) submits a proposal that meets all the material requirements of this solicitation, and c) meets all the responsibility criteria in accordance with FAR 9.104. In addition to MFS-TRM, ACC-Warren intends to procure under a separate solicitation an estimated quantity of 851 Load Handling System Water Tank-rack Systems (HIPPO) via a three-year, Fixed-Price, Indefinite Delivery Indefinite Quantity type contract, competitively. This procurement is also a 100% set-aside to Small Businesses. A synopsis for this procurement posted on 30 JUN 2011. The Government will assess risk in the area of Production Capability in both solicitation efforts, taking into account other business the offeror might have or obtain, including the possibility of a firm receiving an award for the MFS-TRM and an award for the HIPPO.
