Description
Strategic Systems Programs (SSP) intends to issue a small business set aside competitive solicitation to provide the services, materials, technical, analytical, programmatic, training, and conference administration support in the areas of arms control treaty implementation and compliance (ACTI&C). These efforts will consist primarily of requirements analysis, arms control training program development, verification inspection support, and weapon and non-weapon system capability analysis. The effort will also include technical support to Treaty Information Management System (TIMS) operations built on a Geographic Information Systems (GIS)- database of Navy and Marine Corps facility maps, buildings, and geographical data in direct support of custom Chemical Weapons Convention (CWC), International Atomic Energy Agency (IAEA), and Open Skies applications for worldwide Navy and Marine Corps installations. Performance of this effort is estimated to begin on 01 October 2012. The anticipated contract will include a one-year base period for Fiscal Year (FY) 20113 and two one-year options for FY2014 and FY2015. Also, the anticipated contract will include a provision that would allow for an increase in the level of effort of up to thirty percent (30%). All key personnel under the anticipated contract must have a SECRET clearance or higher. All other personnel must have clearances that are appropriate for their assignments. The anticipated solicitation will be posted on the Navy Electronic Commerce Online (NECO) web (www.neco.navy.mil) and FEDBIZOPPS in March 2012. Hard copies of the solicitation will not be mailed.
