- The Naval Air Systems Command (NAVAIRSYSCOM) intends to execute a contract action to Sikorsky Aircraft Corporation, 6900 Main Street, P.O. Box 9729 Stratford, CT 06615-9129, on an other than full and open competition basis for the effort associated with an engineering change proposal to integrate an upgraded cockpit into the VH-3D aircraft. This effort includes the detailed engineering analysis and design, and material required to fabricate and fully integrate a cockpit upgrade into the VH-3D aircraft. Tasks include, but are not limited to: a detailed analysis of VH-3D production drawings, nonrecurring engineering for design of a prototype, logistics analysis, associated tooling design, and preparing technical directives in order to fabricate and incorporate the design into the VH-3D aircraft. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' As the sole manufacturer of the VH-3D aircraft, Sikorsky Aircraft Corporation is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort to ensure the design of the cockpit upgrade is properly integrated into the VH-3D aircraft, while at the same time, maintaining the squadron's aircraft availability requirements in order to meet mandatory presidential and executive lift mission requirements. In order to maintain aircraft availability requirements, this effort must be done in conjunction with the overhaul of the aircraft, which is currently performed by Sikorsky under an existing contract. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
