- Purpose The Social Security Administration (SSA) is seeking information about cloud-based "Software as a Service" (SaaS) web analytics tools from a commercial provider of Cloud Computing services. SSA's goal is to upgrade and gain support for its web analytics tools. The ideal solution will increase the ability of SSA staff to gain additional insight into how our website is used and improve its service to the American people. Specifically this entails a web analytics tool that gives SSA staff the ability to identify and focus on targeted opportunities for improvement in our web pages, online services, and ultimately lead to actionable intelligence we can take to increase our marketing effectiveness and public satisfaction of socialsecurity.gov. The objective of the cloud-based web analytics services acquisition is to reduce SSA's web analytics costs, gain support services to facilitate a comprehensive implementation across SSA's web properties, and equip SSA webmasters with modern, vendor-supported, reliable, guaranteed, holistic metrics on internet and intranet usage. The resulting capabilities should act as a catalyst to accelerate and improve the delivery of agency goals and services in the future. Implementation Support Requirements SSA is currently tracking a large portion of SSA.gov traffic. However, there are key gaps in our current tracking and we are looking for a service with the following salient characteristics: • Ability to work on secure server applications and our subdomains • Ability to work on our intranet sites, some of which are architected differently and hosted on a wide variety of platforms and servers. • Since we are currently using Google Analytics, a Google Analytics certified professional with ability to: o effectively configure goal-tracking functionalities of GA o Set up custom reports o Provide comprehensive implementation, including secure server implementation o Provide a business and technology assessment o Provide implementation review o Provide quality assurance o Provide training o Provide profile management • Support Service that includes dedicated support team that allows for regular communication and reporting, around-the-clock technical support and a Google Analytics technology roadmap. • Data Guarantees • The ability to handle approximately 30 million page views a month • The ability to navigate reports with high data volumes without sampling • The ability to export data from any report through an API or in common formats such as PDF, XLS, or CSV. • Accelerated reporting and the freshest data possible Data Collection: a Service Level Agreement of 99.9% in any calendar month • Reporting: a guarantee of 99% in any calendar month • Processing: data freshness within a maximum of 4 hours 98% of the time • SLA dashboard that will monitor data collection, reporting uptime and freshness so we can verify system performance at any time • The Software-as-a-Service Solution Shall Provide... • real-time reporting capabilities • visitor flow charts to visualize traffic trends and common user paths • customizable dashboards • custom reports that can be shared with other staff • reports that are based on actual website visitors as opposed to web bots/spiders • reports showing new vs. repeat users to the website • advanced segmentation giving users the ability to isolate and analyze subsets of our traffic • reports showing geographic locations of users down to the city level on a page-by-page basis • reports showing organizations where users are coming from on a page-by-page basis (i.e. The US Senate, or the NY Times) • reports showing the sites that are driving users to socialsecurity.gov on a page-by-page basis (i.e. Facebook, Twitter, Washington Post) • the ability to compare trends between two separate time periods (i.e. November 2011 vs. December 2011). • the ability to see hotspots on our site (i.e. Where are users clicking most frequently?) • the ability to schedule automatic emails of any report • the ability to view the technical capabilities of the users web browser, connection speed, screen resolution, and machine operating system for website optimization • the ability to determine whether or not the user is browsing our site using a mobile device • the ability to track interactions with multimedia such as video player interactions (did they play/pause, how long did they watch) • the ability to integrate data from our Google Adwords or other marketing campaigns in the reports • the ability to measure primary business objectives and assign values to successful completions of those objections (i.e. How many users successfully completed the online retirement application process?) • the ability to set up custom alerts when certain conditions are met on a website. • analyze the keywords that people are using to find our content on a page-by-page basis • the ability to examine user navigation paths (i.e. The user started on the homepage. Then where did they navigate from there?) • the ability to track non-html file downloads such as PDF, DOC, XLS, PPT, CSV and treat them as virtual pageviews. Vendor Responses Vendors that believe they can offer a technically compliant product are invited to submit information concerning their product's capabilities. Detailed responses to each of the above requirements (with substantiating documentation) are required. The vendor response must provide detailed accounts of how each of the requirements is met. Simple marketing information or incomplete responses will not be considered. Reference to vendor web sites is not considered a valid response. Respondents should indicate whether their software is available on GSA Federal Supply Schedules or any other Government-wide Agency Contract (GWAC). You may submit product cost and/or pricing data, inclusive of annual maintenance, with your response, however it is not required. Respondents should refer to SSA-RFI-12-0307. Electronic responses only must be submitted by 2:00 PM, ET, March 7, 2012. Faxed information will not be permitted. The size limitation for email attachments is 10 megabytes. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME, and the Government does not intend to pay for the information submitted. This information will be used in SSA's assessment of capable sources. Respondents will not be notified of any evaluated results from the data received.
