- The Air Force Research Laboratory, Munitions Directorate (AFRL/RW) is interested in developing a long term capability to augment our existing Target Modeling and Response capabilities, with respect to Kinetic Weapons, and to incorporate a capability to model the target model properties required for Directed Energy Weapons effects. The objective of this Request for Information (RFI) is to seek information from all sources on their existing capabilities to model targets of interest, to include: ground fixed, ground mobile, aircraft, missiles (surface-to-air, air-to-air, tactical, and intercontinental), and personnel targets. An understanding of the response of these targets to kinetic, directed energy, and other non-kinetic weapons is required. It is unknown if any single source has the capabilities necessary to address all of the areas listed above; multiple sources may be required. Some recent research areas of interest are: Target Vulnerability and Weapon Effectiveness; and Modeling, Simulation, & Analysis (MS&A) of Advanced Weapon Concepts. For additional information on AFRL/RW technologies of interest, see BAA-RWK-12-0001 at www.fbo.gov. Response Requirements The following should be included in any response: 1. Demonstrate a thorough understanding of the target modeling process. 2. Demonstrate a thorough understanding of the various damage. mechanisms, kinetic, non-kinetic, and directed energy, employed by current and planned weapon systems. 3. Demonstrate a thorough understanding of the existing modeling processes used to assess weapon effects on targets. 4. Demonstrate a thorough knowledge of existing tools used to create target models and assess weapon effects. 5. Describe conceptual approaches to update existing target and lethality/vulnerability assessment models and to enable them to accurately represent and assess the effects of not only kinetic weapons, but non-kinetic and directed energy weapons, as well. This RFI is not a request for proposal and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information submitted is voluntary. The Air Force may contact a respondent for more information or clarification purposes. The Air Force does not commit to contacting a respondent or providing any feedback on a response. The Air Force does not intend to issue any findings or reports outside the Air Force resulting from the RFI. Responses to this RFI will be used by the Government to make appropriate acquisition decisions.
