Map of Delineated Area for this Procurement X -- U.S. GOVERNMENT SEEKS TO LEASE APPROXIMATELY 6,000 RSF (YIELDING A MINIMUM OF 4,794 USF) OF OFFICE, ASSEMBLY, AND RELATED SUPPORT SPACE IN SYRACUSE, NEW YORK. General Information Document Type: Presolicitation Notice Solicitation Number: 1NY2357 Posted Date: February 23, 2012 Original Response Date: March 14, 2012 Current Response Date: Classification Code: X -- Lease or rental of facilities Naics Code: 531120 -- Lessors of Nonresidential Buildings (except Miniwarehouses) REQUIREMENT: The U.S. Government is interested in leasing approximately 6,000 rentable square feet of office and assembly space. The rentable space shall yield a minimum of 4,794 ANSI/BOMA Office Area (previously usable square feet) and a maximum of 5,034 ANSI/BOMA Office Area available for use by tenant for personnel, furnishings, and equipment. The building offered must be Class "A" professional space with state of the art mechanical and electrical installations and must meet Government requirements for fire safety, accessibility (ABBAS), seismic and sustainability standards per the terms of the lease. The proposed leased space must be fully serviced. The Government reserves the right to determine acceptability of the offered property as to the building's structural integrity, the highest safety, energy efficient installations, aesthetic appearance, the security installations, the security of its surrounding areas, accessibility of the property to major highways and state roads, and availability of public transportation, and its location within the below mentioned Delineated Area. -UNIQUE REQUIREMENTS- -One (1) reserved surface parking space must be available on-site for government vehicles. In addition, twenty-three (23) surface spaces must be commercially available onsite or within ¼ mile walking distance. -Offered space must be in close proximity to public transportation. A commuter rail, light rail or bus stop shall be located within the immediate vicinity of the building, but generally not exceeding ½ walkable mile. - A loading area with double doors or an overhead door must be available with the offered space for the receipt and pick-up of pallet sized loads. The truck loading/unloading area can be at the same grade as the space offered. -At a minimum this project shall obtain LEED Silver certification for Commercial Interiors. (LEED-CI). -Space shall not be in the 100 year flood plain. - Space must meet the Energy Star Label or be capable of meeting it prior to lease award, unless the space meets a statutory exception. - Basement or below grade space is unacceptable. -A variety of fast food and eat in restaurants, retail shops, banks, and cleaners. should be within a reasonable distance from Offered Site. -The public entrance to the building must be located more than 300 walkable feet to schools (K-12). -The government shall have access to the space 24 hours a day, 7 days a week, 365 days a year, including freight access/elevator. DELINEATED AREA: Northern Boundary : Starting at intersection of North West Street and Interstate Route 690 and continuing along and Interstate Route 690 to the intersection of and Interstate Route 690 and Boulevard East. Eastern Boundary : Starting at intersection of and Interstate Route 690 Boulevard East and continuing South along Interstate Route 81 and connecting with East Adams Street. Southern Boundary : Starting at the intersection of East Adams Street and Interstate Route 81 and continuing along East Adams Street and connecting to West Adams Street continuing along West Adams Street and connecting to Seymour Street then continuing along to the intersection of Seymour Street and South West Street. Western Boundary : Starting at intersection Seymour Street and South West Street continuing along South West Street connecting to North West Street then continuing to intersection of North West Street and Interstate 690. LEASE TERM: Fifteen (15) Years, Ten (10) years firm term. The Government has termination rights of the lease at any time after the fifth (5 th ) year. OCCUPANCY DATE: Space must ready for occupancy and delivered to the Government by March 1, 2013. EXPRESSIONS OF INTEREST MUST BE SUBMITTED IN WRITING NO LATER THAN March 14, 2012 AND MUST INCLUDE THE FOLLOWING INFORMATION: •1) Building name and address, and location of space in the building (floor on which available space is located, and square footage available per floor) •2) Site map and plans, if available. •3) One-eighth inch scale drawing of space offered (CAD Drawings and PDF) •4) ANSI/BOMA defined Office Area Square Feet •5) Rentable Square Feet Offered and Rental Rate per Square Foot. (Specifying services, utilities, electricity, and tenant improvement allowance included) •6) Percentage of Common Area Factor used to Determine the Rentable Square Feet •7) Name, address, telephone number, and email address of individual to be contacted. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. Subleases are not acceptable. AUTHORIZED CONTACTS: In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA).
