- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Ortec (Advanced Measurement Technology) of Oak Ridge, TN for Maestro Software, Detector Bias and Spectroscopy Amplifier to be used by the Radiation and Biomolecular Physics Division of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Radiation and Biomolecular Physics Division, part of the Physical Measurement Laboratory at NIST, develops, maintains and disseminates the measurement standards for ionizing radiations and radioactivity in the United States. We also pursue research in the fundamental physical interactions of ionizing and non-ionizing radiation with matter, including developing and using the key physical measurements needed in the study of biological systems and their function. Our theoretical and experimental efforts support radiation and nuclear applications in health care and worker protection, advance spectroscopic methods to enable biotechnology and medical applications, enhance environmental protection, and support national security and defense. PML applies its measurement capabilities to problems of national significance through collaborations with industry, universities, professional and standards setting organizations, and other agencies of Government. The Ortec Maestro Software, Detector Bias, and Spectroscopy Amplifier will be used in conjunction with an existing NIST owned Ortec Gamma Ray Spectrometry System. The Ortec Maestro Software and Spectroscopy Amplified provides NIST with the necessary updates and expansion of the existing Spectrometry System to allow for higher measurement level sources, as a result of an increased number of calibrations being received annually by the Radiation and Biomolecular Physics Division, in addition, the Detector Bias is a direct replacement of an existing detector that is no longer in operational order. The software is proprietary to Ortec, no other manufactures have the capability or compatibility with Ortecs equipment and software. If another company instrument or software were used, it would cause a significant delay in the mission of the laboratory, and the existing software and equipment would not be compatible, hindering the mission. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Friday March 09, 2012 will be considered by the Government.
