Description
The Government intends to issue a new delivery order against Basic Ordering Agreement (BOA) N00019-08-G-0010 in support of the AMCM (Airborne Mine Countermeasures) AFCS (Automatic Flight Control System) effort. The contract type is anticipated as Cost Plus Fixed Fee (CPFF) and will be issued on an other than full and open competitive basis to Sikorsky Aircraft Corporation (SAC) 6900 Main Street, P.O. Box 9731, Stratford, CT 06615-9129. The overall purpose for this effort is to modify the AFCS to accommodate the AMCM mission on the MH-60S aircraft. The AFCS will be modified to effectively support tow and free flight missions. This will be conducted in a three phase approach. The Phase 1 effort will develop system requirements and initial design to conduct full simulation in support of functional allocation. This effort will culminate with the completion of a Systems Functional Review (SFR). Phase 2 efforts will include preliminary and detail design, development, and integration culminating with the completion of a Test Readiness Review (TRR). The Phase 3 effort will consist of ground test, flight test, and fielding of the modified MH-60S AMCM AFCS. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. SAC is the only known source with the knowledge, experience, expertise, and proprietary technical data required to successfully perform these tasks.
