Description
SYNOPSIS: The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. This announcement is for the construction of the SOF Joint Operations Center at Kandahar, Afghanistan. The contractor will use a site adapt approach and shall be required to perform topographical and geotechnical studies to develop and complete the civil design. The primary facilities include approximately 3000 sm of facility with drainage, culverts, etc.; with a secure communications room. The complete facility will include antiterrorism measures and any needed site improvements. This solicitation is consolidating the requirements to obtain offers for a single contract to satisfy the above requirements. The contractor shall comply with all base security requirements. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $5,000,000 and $10,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 02 April 2012. The proposals will be due on or about 03 May 2012. Contract award is scheduled on or about 11 June 2011. PROJECT SCOPE: The U.S. Army Corps of Engineer (USACE) Middle East District has the requirement to construct a SOF Joint Operations Center at Kandahar, Afghanistan. This will be a full design site adapt solicitation. The contractor shall be required to perform topographical and geotechnical studies to develop the final civil designs. The project consists of construction of a SOF Joint Operations Center, in accordance with Congressionally approved DD Form 1391, PN 077100. The scope of work includes construction of a 2,500 SM facility with an additional 500 SM area for a communications center. This facility will support military SOF operations in Southern and Western Afghanistan. The SOF Joint Operations Center will include administrative space, Command Group offices, conference rooms, training areas, secure area for communications room, secure exterior wall penetrations and building information systems. The facility shall have offices for command structure, logistics, maintenance, personnel and operations. Supporting facilities include roads, curbs, walkways, electrical distribution, water storage tanks, water and sewage distribution systems, mechanical systems, drainage and parking. This project is further defined as the material, labor, and equipment to construct all utilities, roads, buildings, storage tanks and handling systems, force protection measures, fire protection measures, backup power generator system, site security, and features to provide a fully functional and SOF Joint Operations Center. All work identified in the Scope of Work shall be completed approximately within 375 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime construction contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The Best Value Trade Off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on BVTO determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only.
