- Title: ARC FLASH STUDY PER NFPA 70E NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Administration, Management and Services (OAMS), 1095 Willowdale Road, Morgantown, WV 26505, hereby announces its intent to issue a purchase order to MET Electrical Testing LLC to computer model the electrical distribution systems indicated on the single line diagrams for Buildings H (E106.4) and L (E401) for the above referenced facility. The study will be performed in accordance with IEEE and NFPA standards. The complete study will include: Perform a short circuit study and calculate the incident energy levels and flash hazard boundaries for switchgear, switchboards, motor control centers, panel-boards, bus duct and meter sockets in accordance the NEC, NFPA 70E and IEEE 1584. Studies will be run with and without emergency power and the worst case scenario will be used as the basis of the study. Arc flash results will be provided for systems that, based on available fault magnitudes, can support an arc. In general, this will include all medium voltage and 480V distribution systems and select 208V systems. Calculated results for 208V systems will be limited to those systems supplied by transformers 150 kVA and larger. For systems served by smaller transformers, standard NFPA 70E levels will be furnished. Should hazard potentials exceed allowable PPE levels, general recommendations will be offered to remedy the situation. If incident energy levels can be reduced by changes in protective device settings, settings will be provided as part of this study. Where incident energy levels can only be reduced through equipment replacement or reconfiguration, only recommendations will be offered. Engineered solutions will be provided as an additional service. Warning labels identifying the hazard levels will be furnished for all equipment studied. Single labels will be furnished for panelboards and multiple labels will be furnished for switchgear, switchboards and MCC's as applicable. • Verify protective device coordination. Where devices do not coordinate, revised settings will be provided to correct deficiencies. Settings will also be reviewed as necessary to mitigate arc flash incident energy levels. • Field verification of data necessary for the completion of the studies including but not limited to: equipment ratings; relay and breaker characteristics (and existing settings - if any); transformer sizes and ratings; cable sizes and lengths; large motor load sizes with contactor data (for PDC study). • Engineered solutions for mitigating excessive arc flash hazard levels. • Application of arc flash labels to panels and switchboards. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with MET Electrical Testing LLC, 4390 Parliament Place, Suite Q, Lanham, MD 20706-1834, as the only source and a purchase order will be issued without any additional notices being posted.
