- The US Army Contracting Command-New Jersey, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS), Picatinny Arsenal NJ is requesting information regarding the capability of Industry, Government agencies and Academia related to technology capabilities for ultra lethal mechanisms relative to conventional cannon artillery and mortar indirect fire stockpiles. Proposed technologies should focus on delivering maximum lethal effects with higher efficiency when compared with the existing conventional stockpiles while also addressing large area targets, mobile point targets in a large area and/or poorly located targets with soft, medium and hard protection profiles. This market research effort will compile and assess technology capabilities and maturation in both the near term (0-6 years) and the far term (7 20 years) based on technology readiness levels (TRL) as defined by Department of Defense (DoD) Defense Acquisition University (DAU). Claimed TRL must be justified based on empirical data and/or development test data. All proposed technologies shall take into account a delivery accuracy of 50m CEP. Proposed technology capabilities should consider but not be limited to the Program Executive Office Ammunition (PEO AMMO) Insensitive Munition Strategic Plan (IMSP). The resultant information will be used to assist PM CAS in creating materiel development strategies to maximize the cannon artillery and mortar indirect fires lethal capabilities of the Brigade Combat Team (BCT), and, in particular, light forces such as the Infantry Brigade Combat Team (IBCT). Interested parties (Government, Private Industry and Academia) are requested to provide a short, 5 page or less (excluding cover page and table of contents) white paper detailing their quantified technology capabilities for potential cannon artillery and mortar indirect fire solutions. It is preferred that all documents be developed using MS Word and be written in Times New Roman 12 point font. The white paper should include a description of the capability, its substantiated technical maturity based on TRL, and the point of contact (POC, telephone number and email address). Please exclude overarching corporate capabilities or past performance discussions. Interested parties (Government, Industry and Academia) may request a follow- up, in person discussion after 20 April 2012. This Request for Information (RFI) if for planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made because of this RFI. If a formal solicitation is issued at a later date, a solicitation notice will be published. The white paper and briefings will be at no cost and no liability to the Government and will not be returned. Product brochures can be sent as separate electronic documents and will not count against the 5 page limit. White papers containing classified subject matter should be submitted via the Secret Internet Protocol Router Network (SIPRNet) with a corresponding unclassified white paper sent to the Non-secure Internet Protocol Router Network (NIPRNet).
