- The purpose of this modification is to provide the following questions and answers and add a required discipline to have a minimum of 1 LEED certified staff which represents 5 disciplines (architect, landscape architect, civil engineering, mechanical engineering and electrical engineering).1. Q. Can you provide the incumbent contract #s for these requirements for A&E IDIQ for 13 Mid-West states?A. The Schemmer Associates, Inc., 1044 N 115th Street, Suite 300, Omaha, NE, Contract number C6000070800; Kenneth Hahn Architects, 1343 S 75th Street, Omaha, NE, Contract number C6000070700; HDR Engineering, Inc., 8404 Indian Hills Drive, Omaha, NE, Contract Number C6000070900 2. Q. The presolicitation notice mentions awarding 3 contracts. Is it most likely that the contracts will be awarded based on geographic area and the ability of the selected team to perform in that area? (i.e., we are in Joplin, MO and our team could perform successfully in Arkansas, Missouri, Kansas, Iowa and Nebraska) A. The award will be based on the evaluation criteria listed in the announcement ensuring the grantee has the ability to perform in the 13 states listed. 3. Q. We have performed on several project teams in which a facility was awarded a LEED certified status. As civil engineers, our staff does not have LEED certification, but we have demonstrated projects in which LEED certified awards were given and sustainable design was accomplished. Does project experience in sustainable design have equal significance as having LEED certified staff?A. LEED was not previously required but as stated above, we are now making it required. Project experience in sustainable design do not have equal significance as having LEED certified staff. 4. Q. Please clarify the number of copies of our SF330 to be submitted.A. 1 copy 5. Q. The presolicitation states that firms can submit 20 pages of additional information. Does that comprise "Section H: Additional Information" of the SF330, or can firms submit 20 pages as an Appendix and in addition to Section H?A. 20 pages is the limitation for section H. 6. Q. Is there a page limit for the overall SF330?A. No. 7. Q. Can you direct me on how to obtain a copy of the Secretary of the Interior's Professional Qualifications Standards mentioned in the announcement.A. See www.cr.nps.gov/local-law/Arch_standards.htm 8. Q. Will a majority of the work be architectural or civil (site design) related?A. Projects are unknown at this time. The disciplines will vary. 9. Q. Do we need a Certified Value Specialist on our team?A. Yes 10. Q. Do we need a person qualified in performing ASHRAE Energy Audits?A. Yes 11. Q. Is licensure in every state a requirement?A. The availability to obtain it is required. All final documents must be stamped with the state registration in which the project is located. 12. Q. Do all prime and sub-consultant firms need to show licensing in all of the 13 states? A. No. See answer above. 13. Q. Would other registrations which allow for transferability (ie. NCARB) be accepted in lieu of state license?A. Only registrations from the state in which the project is located are acceptable. 14. Q. The role of Sustainable Technologies was one of the disciplines listed. Can you describe this role for me so we can adequately fulfill it? A. Sustainable Technologies would include broad experiences in sustainable designs such as energy conservation, up-to-date with renewable energy technologies, experiences with LEED, good knowledge of guiding principles for federal leadership in high performance and sustainable buildings, executive orders requirements related to environment protection and energy conservation, etc. 15. Q. If a Construction Management (CM) is on our team (whether they had been assigned to a particular project or not), is the CM precluded from going after the actual construction work on a project that results from the Team's work?A. If the firm is working on the project, this would preclude them from bidding on the construction project. If the firm is just a part of your team and the firm did not work on the project, the firm would be allowed to bid the construction project.
