Notice Type: Request for Information (RFI) Set Aside: N/A Classification Code: NAICS Code: Synopsis: MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. INTRODUCTION This service requirement is for the implementation and maintenance of an Emergency Notification System in support of the Department of Navy Secretariat. The Secretariat seeks industry input to identify potential material solutions that satisfy current/future Secretariat requirements as described below. Specifically, this Request for Information (RFI) is to identify vendors that are currently providing material solutions for Emergency Notification Systems (to include maintenance). CAPABILITIES Future Department of Navy Secretariat Emergency Notification System will be required to support the following minimum capabilities: 1.Web Based System: Website accessible by all Secretariat personnel from a variety of devices (blackberry, individual computers, or phones, etc.). 2.Required Seats: 2,000 personnel. 3.Tailored Alert Messages: Ability for Secretariat personnel to tailor outgoing alert message. Capacity of 1,000 characters or less (English language only). Alert message available for immediate transmission and retained until removed by Secretariat personnel. 4.Tailored Response Message: Ability for Secretariat personnel to tailor response message. Capacity of 1,000 characters or less (English language only). Alert message available for immediate transmission and retained until removed by Secretariat personnel. A secure means of response for each staff member is required. 5.Staff Notification: Capacity for phone, text, and email notification. Capacity for up to six means of contact per person. Capabilities must include telecommunications for the deaf, or TDD options for hearing impaired individuals. Reply/Confirmation action within 60 minutes of transmission. Automatic ceasing of contact attempts within an assigned period. Website shall provide for continuous transmission to nonresponsive personnel within an assigned period. Secretariat Status log access through government Blackberry, laptop, personal computer or phone. Capacity for up to 25 message units per calendar year. 6.Status Reports: System shall provide real-time status reports of contact and response information. Intervals determined by Secretariat staff. Reports shall include (minimum) individual contacted, contact attempt time (each), date, and contact response time, date, name. 7.Administration: System capacity shall provide for unlimited onsite Secretariat administrators. 8.System Structure: System capacity shall support structure by groups and subgroups based upon Secretariat structure. 9.Data Load: System capability shall provide the ability for individuals to modify and update their personnel information as needed. System shall also provide for automated notification for update (review/update record as required). 10.Training: System training for up to 100 Secretariat personnel. Location of training shall be conducted at the Pentagon, Washington DC. Training shall include training guides and demonstrations. 11.Technical Support: Technical support required 24/7 to Secretariat staff (online or phone assistance). Trouble shooting services or responses required within 30 minutes of contact. RESPONSES Responses to this RFI should incorporate as much information as necessary to address the minimum requirements as listed above and include a dollar Rough Order of Magniture (ROM) estimate. For each capability and requirement, the vendor will describe how their offering satisfies the need expressed therein. A 10 to 15 page restriction is associated with this RFI. A summary description concisely identifying the benefits of the system(s), should accompany each submission. Responders may be contacted to continue discussion of capabilities and potentially demonstrate their capabilities/solutions as part of continuing market research. DON Secretariat will not pay or provide reimbursement for any costs incurred in the preparation or delivery of responses to the RFI. PREPARATION, DELIVERY, AND PROCESSING The Department of Navy Secretariat will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements outlined above. Interested vendors are requested to submit their responses no later than 21 March 2012.
