- The Mission and Installation Contracting Command, Mission Contracting Office - Fort Knox is conducting market research for the following requirement: Meals, Lodging and Transportation for the Los Angeles Military Entrance Processing Station (MEPS), located at 1776 East Grand Avenue, El Segundo, California 90245-4332. The period of performance is 1 October 2012 through 30 September 2013, with two one-year option periods. Daily services include, but are not limited to, supper, overnight lodging, breakfast the following morning, en masse transportation to the MEPS immediately following breakfast, and evening transportation for applicants receiving night testing. The daily average number of applicants requiring services is 70; the daily estimated maximum is 160. Each applicant will be lodged for only one night. This contract is not for long term stays. Applicants are typically lodged two per room, males separate from females. A minimal number of single billeted rooms may be also required. Services are required every Sunday through Thursday, and up to as many as 30 Fridays per year. The appropriate NAICS code is 721110 with a size standard of $30,000,000.00. The base period per-applicant price is capped at $120.00 inclusive. Payment will be made monthly using as many as 17 Government purchase (credit) cards. The following is the government's minimum requirements: 1) DoD approved transportation (if provided by a non-organic source). Must be approved at the time proposal is submitted. Transportation by taxi or limousine, unless DoD approved, is not permitted. 2) Supper meals available from 5:00 p.m. until 10:00 p.m. 3) Breakfast served en masse from 4:00 a.m. until 4:30 a.m. 4) Emergency lunches from 11:00 a.m. (minimum of box lunch or hot meal). 5) Box or hot meal for applicants arriving after 10:00 p.m. 6) Restaurant/dining facility must be located in or attached to the hotel. NOTE: Catered meals will not be accepted. 7) A dedicated person onsite at all times the applicants are in the hotel; this person shall be dedicated to the applicants and shall check applicants in, monitor activity in and around the hotel and to deal with applicant questions, concerns and issues (this person may be a contractor or subcontractor employee). 8) An area solely dedicated to the check-in of military applicants and capable of comfortably seating at least 70 applicants at one time. 9) Electronic surveillance on property with recording capability. 10) Interior guest room entry (i.e. interior corridors) ONLY. 11) Guest room windows and sliding doors shall not open more than six inches. 12) Guest rooms without cooking ranges/stove tops or garbage disposals. 13) Lodging of applicants on floors two through eight only. 14) Areas proposed for sole use by military applicants shall each be manned and supervised by a dedicated liaison during the times these areas are made available. 15) A secure, designated smoking area for applicants. 16) Safe and sound procedures for evacuation of the proposed lodging facility during natural disasters and manmade incidents. 17) Transport 100% of applicants on Mondays, Thursdays, Fridays and Saturdays to arrive en masse at the MEPS no later than 4:45 a.m. 18) Transport 50% of applicants on Tuesdays and Wednesdays to arrive en masse at the MEPS no later than 4:45 a.m. and 50% of applicants at the Los Angeles International Airport no later than 5:30 a.m. Breakfast will also be provided. 19) Provide transportation (three trips per night) between the MEPS and the hotel at approximately 4:30 p.m., 5:30 p.m. and 7:30 p.m. Passenger count will vary from five to 20 (5 - 20) per trip. 20) Provide applicant transportation when requested from the MEPS, airport and/or bus station to lodging facility. 21) Double sets of those amenities provided to other guests (i.e. soap, shampoo, conditioner, towels, bath mats, etc) in each guest room that houses two applicants. 22) Submission of a monthly detailed invoice and Contract Manpower Reports. NOTE: There is a 15 minute transportation window between the end of breakfast and applicant arrival time at the MEPS. Offerors shall consider the distance from the proposed hotel to the Los Angeles MEPS address in determining if the offeror can consistently meet the government's transportation time requirements. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Contractors interested in providing these services should submit their statement of interest to Cheryl Benitez no later than 2:00 p.m., Fort Knox local time, 6 March 2012. All responses should indicate an understanding of the above government's minimum requirements and provide the following information: a. Company's full name, address, telephone, and point of contact with email address. b. A statement indicating the offeror's interest in submitting a proposal. c. A statement indicating the offeror's ability to accept credit card for payment. d. A statement indicating the offeror's ability to prepare and submit detailed invoices. e. A description of the proposed hotel (include address, number of guest rooms, interior/exterior guest room entry, restaurant onsite or attached to hotel, etc). f. A statement indicating the offeror fully understands the government's transportation requirements (i.e. DoD approved vs. organic). If using organic resources (i.e. hotel vehicles) provide number of vehicles and passenger seats available. g. A statement indicating the offeror fully understands the government's transportation segments provided in the government's minimum requirements above. h. A statement indicating the offeror fully understands the government's transportation time restraints provided in the government's minimum requirements and the NOTE above. i. A statement indicating the offeror's proposed facility meets, or will meet by contract start, all the requirements listed above. j. Company size: small or large, HUBZone, 8(a), SDB, Service disabled veteran-owned. k. A statement indicating what services, if any, will be subcontracted (i.e. transportation, lodging, restaurant, etc). l. Distance and driving time from the hotel to the Los Angeles MEPS located at 1776 East Grand Avenue, El Segundo, California 90245-4332. m. Distance and driving time from the hotel to the Los Angeles International Airport, 8100 Westchester Parkway, Los Angeles, California 90045. NOTE: For the purposes of market research, the government will utilize randmcnally.com to calculate distance and driving time.
