- This pre-solicitation notice is to notify vendors that the Department of Health and Human Services (HHS), office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Preparedness and Emergency Operations (OPEO) has a requirement for the adjudication of Medical Claims against Medicare and Medicaid rates from qualified providers under the National Disaster Medical System (NDMS). The successful offeror shall also have the capability to reimburse the providers from with their own funds, and then expect to be reimbursed by the government. The NDMS system is primarily activated in response to major national disasters. Past activations of this program have included Hurricane Katrina/Rita, Hurricane Ike/Gustav, and the Haitian Earthquake. As a result of the unpredictability of this activation, the government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) type of contract, using FAR Part 15. Based on market research, the government intends to conduct a full and open competition under NAICS code 524292. Award will be based on Best Value, with evaluation criteria and instructions included in the solicitation. This is not a solicitation for proposals. The Request for Proposals (RFP) shall be issued on or about March 15, 2012.
