RECOVERY - ART IN ARCHITECTURE PROJECT GSA Synopsis for Artist Services Artist Services Synopsis Number: GS-08P-12-JF-C-0045 FBO Classification: R499 NAICS: 711510 Description: The General Services Administration (GSA) Art in Architecture Program commissions American artists ( citizens and Lawful Permanent Residents or Permanent Workers of the United States ) to create publicly scaled and permanently installed artworks for federal buildings nationwide. GSA announces an opportunity for a federal art commission in conjunction with the new construction of a U.S. Courthouse in Billings, MT. GSA is in the process of constructing the U.S. Courthouse to meet the needs of the U.S. Courts, U.S. Marshal Services, and other agencies. This project is a pivotal undertaking in support of the U.S. court system. It will include the design and construction of a new courthouse in downtown Billings, MT. GSA generally allocates one-half of one percent of the estimated construction costs for new or modernized federal buildings for art commissions. The art budget for the new U.S. Courthouse Billings, MT project is currently estimated to be $150,000 - $200,000. One or more artists will be awarded a fixed-price contract for a commission. Artists who wish to be considered for this and all future GSA art commissions must submit application materials to GSA's National Artist Registry (Registry). The Registry constitutes the qualified list of artists for this and all GSA commissions. Instructions on how to join the Registry are available on the following Web site: www.gsa.gov/artinarchitecture All artists who wish to be considered as candidates for a commission at the new U.S. Courthouse in Billings, MT, must have their application materials submitted and received by GSA by 5:00 PM Eastern Time on March 30, 2012. Artists' submissions received after the deadline will not be considered for the Billings project, but will be eligible for consideration on future GSA commissions alongside the other artists on the Registry. Artists already on the Registry need not resubmit, but may elect to update their information prior to the deadline. GSA evaluates artists based on the following criteria: the media, materials, content, style, and scope of the artist's past work, along with the artist's past performance and experience with commissions or projects similar to the one described in this synopsis. GSA has determined that the combined weight of all the technical selection criteria is significantly more important than price. GSA will select three-to-five artists as finalists for the project. GSA will pay the finalists a fee to travel to Billings, MT on a date estimated between May 22 and June 7, 2012 for an orientation meeting with GSA, members of the U.S. Courts and the project architect to tour the courthouse. The finalists will submit to GSA a preliminary design concept by a deadline approximately 30 days following the orientation meeting in Billings. The preliminary concept submission deadline will be no later than July 9, 2012. GSA will pay the finalists a fee to travel again to Billings, MT on a date estimated between July 10 and 20, 2012 to present their preliminary proposals to a GSA art advisory panel. GSA will select one or more of the finalists to receive a full commission based on the proposals and the artists' abilities to meet GSA schedules. Artists wishing to be considered for the commission must be able to meet the travel and submission dates established by GSA. At a minimum, the scope of services for this commission will require: collaboration with the lead designer selected for the building project; development of preliminary and final concepts; fabrication of the artwork; participation in meetings and conservation reviews as necessary; and the installation of the artwork at the project site. The general schedule is estimated as follows: October 31, 2012 Commissioned artist submits a final concept to GSA (within 60 days from award of contract). November 1-8, 2012 Artist returns to Billings to present the final concept to the GSA art advisory panel. November 9-20, 2012 GSA approves final concept based on the advisory panel's recommendation. November 21 - December 12, 2012 GSA issues notice to proceed for the artist's fabrication and installation of the approved artwork. December 13, 2012 -December 13, 2013 The artist fabricates and installs the final artwork; schedule dependent on the specific artwork materials and fabrication process. Artists must meet all schedules and deadlines established by GSA, or will not be considered for this project.
