- This notice is associated with Solicitation Number HSHQDC-11-R-00015 for the Science and Technology (S&T), Transportation Security Laboratory (TSL) Research, Engineering, and Developmental Test and Evaluation (RDT&E), Technical and Operational Support Services, which is comprised of an unrestricted track and small business set aside track. Due to substantial changes in the requirement, the Department of Homeland Security (DHS), Office of Procurement Operations (OPO) has determined that it is in the best interest of the government to cancel Solicitation Number HSHQDC-11-R-00015, including all amendments and attachments for both tracks, in its entirety. The determination made by DHS OPO to cancel Solicitation Number HSHQDC-11-R-00015 is in accordance with FAR 15.206(e). Note: Solicitation Number HSHQDC-11-R-00015, Paragraph L.6.6, titled "Proposal Costs Incurred," this solicitation does not commit the Government to pay for any costs incurred in the preparation or submission of any proposal in response to this solicitation.
