- The U.S. Department of Agriculture, Agricultural Research Service, Mid South Area, has a project entitled 'Renovate Bldg. #7 Greenhouse' at the USDA, ARS, Stoneville, Mississippi location. The work to be done includes but is not limited to: Furnish all labor, materials, equipment, transportation, supervision, and perform all work in strict accordance with the specifications as required for Renovate Bldg. #7 Greenhouse, USDA-ARS, Stoneville, MS.. Principal Features of Work: This project contains a Base Bid with (5) five Alternate Bid Items. Base Bid: The intent of the Base Bid is to demolish the greenhouse down to its structural framing, knee wall, and foundation and provide new acrylic glazing, side wall and ridge ventilation, heating, cooling, and lighting/power/control systems as indicated on the drawings. The existing greenhouse contains (4) Plant Rooms with a continuous corridor down the west side of the greenhouse that connect the Plant Rooms to the Headhouse. The Base Bid provides for the completion of (2) Plant Rooms (Rooms 114 and 113) with the remaining area receiving basic services. Alternate Bid Item #1: This alternate provides for the completion of Plant Room #112 as indicated on the drawings. Alternate Bid Item #2: This alternate provides for the completion of Plant Room #111 as indicated on the drawings. Alternate Bid Item #3: This alternate provides for the resurfacing of the perimeter concrete knee wall as indicated on the drawings. Alternate Bid Item #4: This alternate replaces the acrylic wall / partition glazing panels with polycarbonate panels. Alternate Bid Item #5: This alternate replaces the acrylic roof glazing panels with polycarbonate panels. Note: The glazing compound has been tested and found to contain asbestos. The pipe insulation joints contain asbestos and the interior knee walls at partitions are transite panels and contain asbestos. Remove these materials as indicated in Section 02 82 16 Engineering Control of Asbestos Containing Materials. Any changes or additional information will be provided in the solicitation package. The period of performance is 120 calendar days after receipt of Notice to Proceed (NTP). The magnitude of construction is estimated between $250,000 and $500,000. The NAICS Code is 236220, with a size standard of $33.5 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-55. Solicitation No. AG-4431-S-12-0007 documents will be available for viewing and downloading at the Fed Biz Opps web site: www.fedbizopps.gov on or about March 16, 2012. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM CST on April 17, 2012. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration (CCR) website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov. This procurement requires the use of bio-based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonable priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
