- Statement of Work (SOW) NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Commerce, National Oceanic Atmospheric Administration, Office of Acquisition and Grants (AGO), National Capital Acquisition Division, National Ocean Service Branch, intends to award a sole source purchase order to Logistics Management Institute, under GSA Schedule:GS00F0026M. Logistics Management Institute will be providing technical and administrative services to support the United States Integrated Ocean Observing System (U.S. IOOS), providing on-site day-to-day programmatic support to U.S. IOOS office leadership and perform other services as required to accomplish project goal. This purchase will be made under Statutory Authority for Other Than Full and Open Competition is 41 USC 253 (c) (1) as authorized by FAR 6.302-1. IAW FAR, Part 8.405-6, Limited Sources Justification and Approval, the new work is considered a logical follow on to an original Federal Supply Schedule award. The previous award was competitively competed among GSA Multiply Award Schedule Holders. The award is estimated $4.9 Million, with a three-year period of performance. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. However, if any other interested party believes that it can meet the requirements outlined in the attached Statement of Work (SOW) it may submit a statement of capabilities, which if timely received, wil lbe considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be emailed to Dianne.C.Scott@noaa.gov by March 13, 2012, 2:00 PM ET. The Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
