Description
Sources Sought for eLearning The National Business Center (NBC), Department of the Interior (DOI), is issuing this sources sought for the purpose of obtaining information regarding: (1) the availability and capability of technically qualified small business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for the project is 541519. The small business size standard is 500 Purpose and Objective:The Governments intent is to acquire third party hosted, web based, online eLearning content for use by customers of the National Business Center (NBC), Office of the Secretary, U.S. Department of the Interior (DOI). The acquired eLearning Content will be called from the NBCs learning module within the NBCs Plateau based Talent Management System (TMS). The NBC TMS is hosted at an NBC data center. The NBC provides Human Resources (HR) systems and services to 41 federal agencies, servicing 300,000 federal employees through the NBCs Federal Personnel and Payroll System (FPPS). The TMS is a relatively new offering by the NBC. Usage of the TMS by NBCs existing FPPS customers will expand over time. The customers of the NBC TMS desire NBC to provide access to a variety of online, web based content from third party vendors. In addition to eLearning content, the selected offeror shall host and manage the supplied content at the offerors data center. Customers will see the selected offerors content within an NBC TMS course catalog. For example, if the content is an online course, the user will register for the course through the NBC TMS. When the user attempts to access the course from within the TMS, the TMS will obtain the course content from the selected offerors web site. Both intermediate and final results of the students progress on the course will be recorded in the NBC TMS. This shall be accomplished by compliance with AICC and/or SCORM standards. The primary objective is to establish a contract that provides:1.Multiple libraries of web-based, online eLearning content, covering a variety of topics of interest to federal agencies;2.Content that is compatible with the NBCs TMS (which uses Plateau Systems Software);3.Hosting and maintenance of the content by the vendor;4.Economies of scale (volume) discounts;5.A wide range of services in support of eLearning. Capability Statement/ Information Sought: Small businesses that believe they have the ability to satisfy all of the above stated requirements, and who meet the stated size standards, are encouraged to submit a capability statement. The capability statements will be evaluated based on the information provided with specific emphasis on whether the proposed product covers the following areas: (1) Information Technology (2) Business skills and knowledge; (3) Legal Compliance; and (4) Environmental Safety and Health Compliance. The statement must also address the offerors current capacity to provide the required services to include: (a) staff availability, experience, and training; (b) corporate experience and management capabilities; and (c) examples of prior completed Government contracts, dollar value of the contracts, references, and other related information. On the first page of the capability statement, clearly state the small business concerns size status and type(s), name, address, point of contact, and DUNS number. Capability statements should not exceed twenty (20), single-sided pages (including all attachments, resumes, charts, etc.), presented in single-spaced, 12-point font size minimum. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Ms. Torishay Onuwaje at Okpemitoritse_u_Onuwaje@nbc.gov by 2:00 pm MST March 6, 2012. Questions may be directed to the above email or 303-969-5045. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published at the Federal Business Opportunities website. However, responses to this notice will not be considered adequate responses to a solicitation. This sources sought does not commit the government to pay any costs for the preparation and submission of a proposal in response to this sources sought.
