Description
The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-12-R-0087 for the following: The purpose of this contract is to package, label, palletize and haul up to 50 monuments from Calverton National Cemetery to Long Island National Cemetery in one shipment each week. Approximately 100% of each week's orders are marble headstones (4" x 42" x 13", weighing approximately 210 lbs; A few (estimate less than 25 per year) are granite markers (3" x 12" x 24", weighing approximately 84 lbs). Timeliness Required Monuments, with the exception of those identified for accelerated delivery, shall be delivered within one (1) business day from pickup. Deliveries should normally be on Tuesdays of each week. Specific requirements for delivery to the cemetery are as follows: "Deliver each week's shipment during 8:30 am to 11 am or 1 pm to 3 pm on Tuesdays. If Tuesday is a federal holiday, the contractor has one added business day to complete the delivery. "Notify the destination cemetery 24 hours prior to arrival regarding the time that delivery will occur so as to ensure appropriate staff and equipment are available for offloading and acknowledging receipt. "Deliveries must be made to a single destination within the cemetery. The contractor is not responsible for removing packaging materials nor pallets. "The contractor must ensure the palletized monuments are placed at the rear of the delivery vehicle to ensure the ability of the cemetery personnel to offload pallets when using a forklift. "The contractor must ensure that a chain of custody document, see attachment - TRANSFER OF GOVERNMENT FURNISHED HEADSTONES, MARKERS, OR NICHE COVERS, is completed upon pickup of monuments, signed and dated, and a copy with the receivers signature provided to the cemetery staff upon delivery of monuments. "The hauler is not required to wait for the cemetery staff to complete an inspection of delivered items. When monuments are not inspected immediately upon receipt, the contractor must notate the chain of custody document with: "subject to inspection for latent discrepancies". Work Locations and Contact Information For packing and pickup: Calverton National Cemetery 21 Princeton Road Calverton, NY 11933-1031 For destination of single-point of delivery: All deliveries shall enter through gate 3 at Long Island National Cemetery 2040 Wellwood Ave Farmingdale, NY 11735-1211 Labels Required The contractor shall provide a shipping label for all items. The label shall be at least 5 inches wide by 4 inches long. Labels shall completely adhere to the front of the package and shall be overlaid with transparent adhesive plastic tape that completely covers the label to prevent removal, smearing, or blurring of the information. Shipping labels may not be covered or obscured in any way by individual packaging or banding materials that would make the labels unreadable. The contractor shall provide all packaging materials, pallets, or special crating and use them in accordance with normal industry standards and commercial best practices to assure acceptance by the carrier and minimal damage during transport. Packaging for items shall consist of a two-part carton constructed of single wall corrugated fiberboard. The front of the carton shall fit completely over the front of the monument with the two side flaps folding over each respective surface of the monument to protect at least half of each side's surface. The back of the carton shall fit completely over the back of the monument with the two side flaps folding over each respective surface. The flaps of the carton must meet or overlap so as to completely enclose the monument. The halves of the carton shall be secured around the monument with half-inch plastic banding or 2 inch filament tape. Two bands shall secure the carton around the monument's entire height (from top to bottom) and two additional bands shall secure the carton around the monument's entire width. Banding pressure should be such that it causes no damage to the edges of the stone when shipped. Palletizing Required Each pallet or crate must not exceed 3,500 lbs. When items are shipped together on pallets, sufficient non-steel banding in conjunction with stretch wrap along with individual packaging materials shall be used to prevent damage to the items during shipment. Banding must be in cross-directional pairs, four per pallet with non-staining corner guards provided between the band and monument at each corner of the banding. The following specifications must be used in conjunction with standard 42" x 48", 4-way wood pallets. "Items must be palletized in such a manner that any adhesive, glue or coloring from the pallet or crate does not transfer and adhere to the monuments during shipment or during interim storage prior to use. " All monuments and packing material must be contained within the dimensions of the pallet with no overhang. "The contractor must palletize headstones on pallets in good repair with a minimum of three stringers having a capability for lift access from all four directions. "Pallets loaded with more than 15 upright headstones are not acceptable. Precautions for Satisfactory Performance The contractor shall notify the carrier for pickup and notify MPSProgSupport@VA.gov of reasons for delivery not occurring within 2 business days (excluding deviations for federal holidays). Government personnel using government furnished equipment will assist, if needed, in loading the pallet onto the end or side of the carrier's truck. Neither government equipment nor cemetery staff may be used aboard the carrier's truck to position pallets or individual monuments. The contractor shall notify MPSProgSupport@va.gov when items are damaged. Within 48 hours of discovery, items damaged while in the contractor's possession must be broken up and disposed off cemetery premises by the contractor. This acquisition is 100% Service Disabled Veteran Owned Small Business Set-Aside. The NAICS Code is 327991.
