Description
DRAFT PWS RFI SP4703-12-RFI-DistributionHCS DLA Distribution Human Capital Strategy Support This Sources Sought Notice constitutes a Request-for-Information (RFI) from potential offerors to identify organizations with the capability to perform this effort and to assess the competitiveness of the market. This sources sought synopsis is for informational and planning purposes only and does not constitute a solicitation for proposals. After review of the responses to this Notice, DLA intends to issue a solicitation. This is a new requirement and attached Performance Work Statement (PWS) is only a DRAFT version. Vendors are encouraged to ask questions and clarifications as the PWS may not cover all the aspects of the requirement. Background & Objective of Work : The Defense Logistics Agency (DLA) is focused on delivering the most effective and efficient logistics supply chain possible to support the flow of materials to our war fighters at home and abroad. DLA Distribution is the warehouse, distribution and operations arm of DLA. Over the last several years, DLA Distribution has engaged in a deliberate plan to build process management capabilities which will make possible achieving an overall DLA Distribution strategy of Operational Excellence. In accordance with the DLA FY 2010 Director's Guidance and the strategic plan for FY 2010-2017, DLA Distribution's Operational Excellence strategy will focus on: •· Warfighter Support Enhancement: Deliver agile and responsive logistics solutions to Warfighters. •· Stewardship Excellence: Manage DLA processes and resources to deliver effective Warfighter support at optimal cost. •· Workforce Development: Foster a diverse workforce and supporting culture to deliver sustained mission excellence. To achieve this standard of Operational Excellence, DLA Distribution will require developing new, highly effective processes, which includes the design, standardization, operation and improvement of management and work processes at all levels. All DLA Distribution organizations will be expected to develop and build this process management capability. In order to provide the means and support to fulfill this expectation, organizations will need various mechanisms of support. DLA Distribution will also require that leaders at all levels be trained in these new management processes. Consolidated, all of these efforts become an integral part of DLA Distribution's Human Capital Strategy (HCS). The objective is to find a strategic partner that can complement DORRA in assisting DLA Distribution in their HCS in warehouse operations and headquarters functions utilizing the best practices from industry, academia and known industrial engineering techniques. The purpose of the HCS is to teach, coach, and mentor leaders at all levels within DLA Distribution how to develop, standardize, operate, and improve management processes which lead to more efficient operations. The strategic partner will assist in the development of leaders with the ability to oversee and manage from an enterprise level. This may include the use of follow-up mechanisms to check on progress including key metrics of quality, cost, productivity, safety, and to coordinate / cooperate / interface with similar initiatives being conducted by their supply chain partners, DLA, and their customers. Procurement and Evaluation Information: This requirement will be for a 12-month base period and two 12-month option periods, total 36 months (3 years). Pricing mechanism to be used is Firm-Fixed Price (FFP). Awards will be made on the basis of tradeoff source selection process. Non-price factors, when combined, are more important than price. Firms are advised that a proposal meeting the objectives and requirements with the lowest price may not necessarily be selected if award to a higher priced proposal is determined to be most advantageous to the Government. The Non-Price Factors: Technical / Risk (factor 1) is more important than Past Performance / Performance Confidence Assessment (factor 2). The sub-factors supporting the evaluation of factor 1 are listed in descending order of importance. Evaluation Factors and Subfactors are listed below: Factor 1: Technical / Risk Sub-factor A: Management Approach and Capabilities Sub-factor B: Technical Approach Sub-factor C: Personnel Qualifications Factor 2: Past Performance / Performance Confidence Assessment Aspect One: Relevancy of Prior Contracts Aspect Two: Quality of Historical Projects Factor 3: Price Submission Information: Responses to this notice shall be in five pages or less and include following information: •1) Name and address of the organization •2) Point-of-contact •3) CAGE code / Business Size •4) Corporate Capability Statement (may include list of relevant work experience) •5) Rough estimate cost for 12 month period including labor categories suggested and rates •6) Any other pertinent information as necessary All pages shall be in Microsoft® Word document electronic format (8.5" x 11") typed in Times New Roman 12-font, and single line-spacing.
