Description
Synopsis Solutions for Global Construction Security Services Virginia Contracting Activity This synopsis is for informational/planning purposes only; no questions and answers, and/or proposals are being requested or accepted at this time. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. The Virginia Contracting Activity (VACA) anticipates the issuance of a Request for Proposal (RFP) and the award of a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) Requirements Contract. The total estimated value is $130M. This requirement shall be set aside 100% to the small business community. The VACA intends to conduct a competitive procurement for a contractor(s) to provide Global Construction Security Services at construction sites located worldwide to include hostile areas. Construction site locations may include, but not be limited to, South Korea, Afghanistan, Germany, England, Japan, and various sites around the Continental United States. VACA requires Site Security Personnel (SSP) and equipment at construction sites worldwide to detect unauthorized access to internal controlled areas, to deter the introduction of unauthorized materials to the site, and to surveil the activities of uncleared construction workers to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed or its surroundings. Five types of SSP may be required: Team leaders, Site Security Coordinators, Cleared American Guards, Construction Surveillance Technicians, and Cleared American Escorts. Potential offerors should also be able to provide inspection and surveillance equipment required to perform these activities. Security Clearance requirements: Offerors must possess a Defense Security Service (DSS) Top Secret Facility Clearance (FCL) issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture for this effort must already possess a TS FCL, as well as the joint venture. Successful offerors shall assign only US citizens who possess current Top Secret personnel security clearances for the performance as Site Security Personnel on this contract. Certain domestic management personnel must possess DISCO Secret personnel security clearances. The RFP will be posted in the near future with a response time to be determined at that time. A Q & A session may also be incorporated into the length of time the RFP is posted on FedBizOps. All interested contractors must be registered in the CCR (www.ccr.gov) in order to be eligible for award of government contracts.
