Description
Technical Outreach Services for Communities for US EPA?s Office ofSuperfund Remediation Technology Innovation SOURCES SOUGHT NOTICE The purpose of this sources sought notice is to determine the availability of potential set-aside for total HUB-Zone small business firms. The associated NAICS code for the procurement is 541620 titled, ?Professional, Scientific, and Technical Services/Environmental Consulting Services? (size standard of $14 Million). Responses to this sources sought notice shall not constitute responses to a solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists therefore requests for a copy of the solicitation should not be made. The decision to solicit for this requirement shall be solely at the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will theGovernment pay for the information submitted by any responders in response to this notice. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. DESCRIPTIONThe United States Environmental Protection Agency (USEPA), Office of Acquisition Management, is conducting sources sought to determine whether HUB-Zone small businesses can provide Technical Assistance Services in the following areas: Information Assistance and Expertise, Community Education, Technical Assistance Needs Assessment and Plan Development, and Community Infrastructure Support. The contractor will be required to perform Technical Assistance Services for Communities according the requirements set forth in the Statement of Work (SOW), and in accordance with terms and conditions of the resulting contract. The draft SOW is posted at http://www.epa.gov/oam/srpod. The Agency expects to finalize the SOW prior to release of the actual request for proposal. The Agency anticipates awarding a Fixed Rate Indefinite Delivery, Indefinite Quantity (IDIQ) contract with cost reimbursable elements (i.e. other direct costs, travel, etc.) with a twelve (12) month base period, two twenty four (24) month option period and one twenty four (24) month award term. The anticipated maximum value of any resultant contract is estimated to be between $20 -$25 million (inclusive of all contract years.) CAPABILITY STATEMENT:Interested parties who believe they are capable of meeting the requirements outlined in the SOW shall submit a written capability statement. The capability statement will be evaluated solely for the purpose of determining if the small business community is capable of performing the services of this requirement. In response to this notice, the Government will review the relevant qualifications of interested parties as it relates to their technical ability to satisfy the requirements of the draft Statement of Work. Specific focal areas may include but are not limited to your firm?s capabilities relative to: technical approach, technical capacity and capability, past performance and management approach. All capability statements should: 1. Not exceed five (5) double-sided pages or ten (10) single-sided pages.2. Provide an overview of your firm?s technical capability and capacity relative to performing the task areas of the SOW. 3. Be submitted electronically to the email addresses listed below.4. Identify your small business socioeconomic classification(s). 5. List of references and prior experience with contracts similar in magnitude and scope that your company has supported within the past five years. Please include the title, contract number, a short description of the services provided, a point of contact, and the maximum contract value. The Government intends to consider all comments and responsive qualification packageswhen developing its final acquisition strategy and any resulting RFP(s).
