Description
Lab diagram Draft technical specifications This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Laboratory for Autonomous Systems Research (code 1700) is requesting information and rough order of magnitude (ROM) estimate of cost for a multi-element wave generation system. The m ulti-element wave generation system will be used for creating directional water surface wave fields in an existing NRL concrete pool. The pool could contain seawater or freshwater. The system must be capable of removal from and reinstallation into the pool using an overhead crane (maximum weight 4,536 kilograms or 10,000 pounds). The existing pool is 13.7 meters (45 feet) long, and this is the direction normal to the wave generator. The pool is approximately 7.62 meters (approximately 25 feet wide), but actual measurements taken at the installation location allow for 7.56 meters or (24-feet 10-inch) maximum width wave generator. The total pool depth is 1.68 meters (5 feet 6 inches) average, with the mean water depth planned to be between 0.6 meters and 1.4 meters (2 feet and 4-feet 6-inch) marks. The pool has a 5.08 centimeter (2-inch) slope across the 7.62 meter (25-foot) width for drainage. Please see the attached specifications and diagram of the littoral high bay and pool. NRL requests information on multi-element wave generation systems that have comparable or better characteristics than those in the attached specifications. NRL also requests input on the usefulness of a site visit for offerors. If NRL decides to purchase this system, NRL would contemplate a firm-fixed-price contract. Examples of what key evaluation criteria might be included in a potential future purchase are ( 1) range of possible directional wave spectra, (2) predictability of the generated wave field, (3) number of wave generators, (4) maximum possible wave power, (5) removability, (6) dynamic wave absorption efficiency, and (7) cost. Interested parties should submit the information requested herein, as well as a ROM cost estimate. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
