- This is only a sources sought. This is not a solicitation nor does it guarantee a solicitation will be issued. Requests for solicitations will not receive any response. Any information submitted to this sources sought is strictly voluntary. The government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from A&E companies for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. OO-ALC/PK, Hill AFB, Operational Contracting is considering issuing a Request for Proposals (RFP) for Architect/Engineer (A&E) services. Hill AFB is seeking qualified firm(s) and/or organization(s) to provide multi-disciplinary A&E Title I, Title II, and Title III (other A&E services) services in the state of Utah. All requirements will be for locations on Hill AFB, the Utah Test and Training Range (UTTR), and the Little Mountain Test Annex. Sources being sought are restricted to Region 8. Region 8 is defined as Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. Sources being sought are also restricted to small business concerns under NAICS code 541310, size standard of $7.0M as of 12 Mar 2012. A minimum of five contracts, maximum of ten, are being considered for multi-disciplinary architectural and engineering services on an indefinite delivery, on-call basis. Typical work includes, but is not limited to: (1) Alteration and repair of grounds, roads, buildings, and structures; (2) Alteration and repair of utilities; (3) Alteration and repair of various types of mechanical systems, to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other mechanical systems; (4) Alteration and repair of various types of lighting and power distribution systems; (5) Feasibility, traffic, and other studies; (6) Conceptual renderings; and (7) Topographical and geodetic surveys. The projects vary in complexity, scale, and objectives. The scope of work includes schematic design of projects (Title I Services) including, but not limited to: research, site investigations, preparation of condition assessment reports, reports of recommendations, preparation of project scopes, preparation of design-build requests for proposals, surveying, schematic designs, cost estimates, life cycle cost analysis, and value analysis; design development and construction document work (Title II Services) including, but not limited to: drawings, specifications, cost estimates, and value engineering; and construction management (Title III Services) such as site visits, inspection/observation, consultation, review of submittals and shop drawings, and preparation of operation and maintenance manuals and as-built drawings. The contemplated contract period of performance is for a five (5) year ordering period. The total contemplated contract capacity, minimum Task Order size, and maximum Task Order size for the resulting A-E Contract(s) will be determined after the completion of Market Research which includes an analysis of the sources sought capabilities statements received. The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of various members of industry, specifically the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), or Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. The North American Industry Classification System code for this procurement is 541310 which has a small business size standard of $7.0M. The Standard Industrial Code is 8712. FIRMS RESPONDING TO THIS SOURCES SOUGHT MUST BE PERMITTED BY LAW TO PRACTICE THE PROFESSIONS OF ARCHITECTURE AND ENGINEERING SERVICES IN THE STATE OF UTAH.
