- This is NOT a Request for Proposal. Respondents shall be responsible for any costs associated with preparing responses to this market research. This is NOT a developmental effort. This Request for Information (RFI) supports a market survey being conducted by PM Soldier Warrior (PM SWAR). On 15 Nov 2011, in a sources sought solicitation (W91CRB11RTCAP) PM-SWAR requested information to support a market survey to determine potential sources for a Tactical Communications and Protective System (TCAPS). Several information papers were received for products that required over-the-ear headsets and in-the-ear solutions with an interface/control box. Companies that submitted a paper on this type of configuration do NOT need to submit a paper for such configuration again in response to this Request for Information (RFI). This RFI reflects PM-SWAR interest in market information for IN-THE-EAR SOLUTIONS and/or wire-free OVER-THE-EAR SOLUTIONS THAT REQUIRE NO INTERFACE/CONTROL BOX and the additional characteristics provided in a separate attachment (Hearing Devices Potential Configurations Chart). The attached chart provides four configurations that PM-SWAR considers might provide a feasible solution to TCAPS. TCAPS devices serve three basic purposes: First is to provide protection from high ambient noise; both continuous type (vehicle noise) and impulse type (gunfire and explosions). Second is to enable clear communications in noisy environments while simultaneously providing hearing protection. Third is to provide capability for verbal conversation and ambient sounds to preserve auditory situational awareness and localization in all noise environments. This RFI will help the Government to gain an understanding of whether or not industry is capable of producing systems in accordance with the attached draft performance specification, which may be revised depending on comments received. The Government remains open to changing these requirements if a novel and elegant commercial solution is provided in response to this RFI. Companies who desire to participate in this market survey are highly encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy ONE OR MORE OF THE PERFORMANCE AND TECHNICAL OBJECTIVES described above and in the draft specification. Companies should provide a ROM (rough order of magnitude) price, its anticipated availability date, delivery lead time and maximum monthly production quantity for the solution proposed. Respondents shall also discuss whether their product is considered commercial in accordance with "commercial item" definition found in Federal Acquisition Regulation (FAR) Part 2.101. The response should include point(s) of contact. The response should be prepared in MS Word, limited to no more than ten (10) pages with no additional attachments. Submit response to BOTH the Contract Specialist at dominic.milligan@us.army.mil and the Contracting Officer at thomas.marousek@us.army.mil. ALL requests for further information must be made via email. Telephone requests for additional information will not be honored. For questions, potential respondents shall email the Contract Specialist at dominic.milligan@us.army.mil. The government will review submissions as they are received. No report or feedback on your submission will be provided. RESPONSES ARE DUE NO LATER THAN FRIDAY 16 MARCH 2012 AT 10:00 AM EST. However, the government reserves the right to close this Sources Sought notice once they have received adequate responses. See attachments for further details.
